Do banner ads really work?

Even with Hispanic and Latinos who over-index in click-thru rates, isn’t it a fair bet that regardless of the creative anyone relying on banner ads alone is almost foolish given the flexibility inherent on the web.  Sure you could make an ad buy and ‘target’ 100s of 1000s or millions of any segment of any demographic and you might even get a decent click-thru rate but don’t you think you could do better?
