		<title>United States Hispanic Chamber of Commerce Urges Administration to Expand Lending for America&#8217;s Small Businesses</title>

		<description><![CDATA[<blockquote>The United States Hispanic Chamber of Commerce (USHCC), the leading advocate for nearly 3 million Hispanic-owned businesses and over 200 local Hispanic chambers throughout the United States, described a mixed reaction to today's announced improvements to small business lending, noting a move in the right direction, but also an expansion of old measures that have not yielded desired results.<br />

As part of February's stimulus package, Congress allocated $730 million to the Small Business Administration (SBA) to temporarily waive fees and increase guarantees the agency offers banks that make qualifying small business loans. Despite those measures, SBA lending continued to fall, dropping 36% in the 2009 fiscal year compared to a year earlier.<br />

<br />
Twenty-two of the largest TARP recipient banks have cut their small business loan portfolios by $8 billion.<br />
<br />
"The solution is to somehow ease the reluctance of banks to lend to small businesses, and for the SBA to reassert itself in the role of provider of direct loans." said David C. Lizárraga, USHCC Chairman of the Board. "Beyond that, the Administration must couple any federal effort to promote small business lending with technical assistance on the ground in order to help businesses navigate the process."<br />
<br />
Small and minority entrepreneurs often face an inherent challenge maintaining appropriate financials, managing cash flow, navigating the application process and preparing quality materials including loan packages and sound business plans. These are large obstacles for any small or minority-owned business that applies for a loan.<br />
<br />
Lizárraga continued, "many local Hispanic Chambers throughout the country provide free technical assistance to thousands of Hispanic entrepreneurs and work closely with financial institutions and local SBA offices to promote and ensure access to capital. We can certainly use federal support to assist a much larger number of entrepreneurs. The need for this type of assistance is far greater than is being currently met."<br />
<br />
America's small businesses employ half of the country's private sector workforce and have traditionally created 70-80% of the country's new jobs. Since January 2008, these businesses have lost over 2.5 million jobs. While the Administration has worked to reduce fees and improve Federal guarantees on SBA loans, small businesses cannot benefit unless banks actually issue them. Emergency ARC small business loans from the SBA have such restrictive terms that few businesses qualify. For example, despite thousands of applications for assistance, only 61 businesses in the entire state of Texas have qualified for loans.<br />
<br />
"The Small Business Administration provides emergency loans to small businesses after a natural disaster ... and this economy is looking a lot like a disaster for too many small businesses," said Javier Palomarez, President and CEO of the USHCC. "Small businesses need help now, and the SBA must get back in the business of direct loans, so it can be a lender of last resort."<br />
<br />
Palomarez continued, "Greater access to TARP funds for small business loans and using CDFIs is a great step, but is unlikely to generate many additional loans unless resources are made available to assist businesses to access these funds."<br />

Based on the success of last year's inaugural event, which showcased 50 pre- qualified Hispanic-owned businesses and drew over 300 registrants from the public and private sectors, the HB2B committee foresees nearly double the participants for this year.<br />

		<description><![CDATA[<blockquote>"The United States Hispanic Chamber of Commerce (USHCC), the national representative for approximately 2.5 million Hispanic-owned businesses, today disavowed a press release issued on October 8 by the McCain-Palin campaign claiming that a majority of the Board of Directors of the USHCC endorsed Senator McCain as candidate for President of the United States. The press release erroneously suggested that the USHCC itself endorsed Senator McCain. The press release was not authorized by the USHCC nor by all of the individuals cited in the release.<br />

"Let it be clear that the USHCC has made no endorsements of political candidates and our board has not taken a position to endorse any candidate," stated David C. Lizarraga, Chairman of the USHCC Board of Directors.<br />
<br />
"As a matter of fairness, we wrote to the McCain-Palin campaign on October 8 urging a retraction. In lieu of such a retraction, we felt the need to publicly disavow their release to avoid any misunderstanding," said Lizarraga.<br />
<br />
"The USHCC is a non-partisan organization. The only things we endorse are public policy issues affecting the Hispanic business community," stated Augustine Martinez, President and CEO of the USHCC."<br />

The USHCC has enjoyed a longstanding relationship with both Senators McCain and Obama. Whoever becomes president following the November elections will have our full cooperation in order to ensure that the views of the Hispanic business community are well represented at the policy table," added Lizarraga.<br />

		<description><![CDATA[<blockquote>"Representatives from the Wells Fargo Foundation announced Thursday, September 25, a new grant for $250,000 to the U.S. Hispanic Chamber of Commerce Foundation (USHCC Foundation) to continue efforts to build the capacity of Hispanic Chambers of Commerce. The new grant will build on activities started in 2007 by the USHCC Foundation. Those previous activities were funded by a grant from the Wells Fargo Foundation to identify the needs of local and regional Hispanic Chambers of Commerce. The announcement was made during the U.S. Hispanic Chamber of Commerce’s 29th Annual National Convention and Business Expo.<br />

The recently completed first-phase grant activities included a survey and research that have identified several priority areas for the Hispanic business community. According to the survey, local, regional and statewide Hispanic Chambers of Commerce seek training and resources to strengthen governance and administrative functions. Additionally, the research found that Hispanic businesses are in need of capital to begin, grow and expand their companies, an issue of particular importance in the current economic climate.<br />

“The USHCC Foundation is committed to the advancement of the Hispanic community’s economic development and entrepreneurship skills,” said David C. Lizárraga, Chair of the Board for the USHCC and USHCC Foundation. “This new Wells Fargo Foundation grant will support our proactive strategies to empower Hispanic-owned businesses and help expand the reach of Hispanic Chambers of Commerce.”<br />

“For many years, Wells Fargo has enjoyed a growing and supportive alliance with the United States Hispanic Chamber of Commerce,” said Tim Rios, Senior Vice President of Corporate Community Development and national spokesperson for the Wells Fargo Latino Business Services Program. “We look forward to continuing and expanding our relationship with the USHCC Foundation and this grant illustrates Wells Fargo’s continued commitment to the Latino business community.”<br />

The future activities supported by the new grant will focus on improving governance and financial models of local chambers, as well as assisting them in fundraising and procurement. Future studies are planned to explore in more detail the financial needs of Hispanic-owned businesses to assess the size of need, determine the need for loans versus equity financing, identify the outreach or educational program needed to increase the financial capacity of Hispanic-owned businesses, and to better understand what role local Hispanic Chambers of Commerce may play in meeting the needs of their respective members. Saez emphasized that Wachovia provides banking services to small and medium sized businesses, and that they also spend considerable resources helping businesses understand how to write business plans and marketing plans, and how to provide guidance in financing a business via bank loans as well as private equity investments.<br />
Juan Silveira, Senior Vice President and Director of the Interactive Design Group for Wachovia, added that his company employs over 10,000 employees of Hispanic heritage and that this provides them a competitive advantage in serving the more than 2.5 million Hispanic-owned businesses in the US.<br />
Bilingual Life Insurance Services from S.USA Life<br />
The USHCC also highlighted at this year's convention a new alliance with S.USA Life Insurance that will be managed by Hispanic Chamber Insurance Services, a USHCC-owned insurance agency. The company's term life and whole life products will be initially sold under the alliance program in California, and then the program will expand nationwide over the next several years.<br />
