USHCC Responds to President Bush Appointing Santanu “Sandy” Baruah as Director of the Small Business Administration

“The United States Hispanic Chamber of Commerce, the national representative for 2.5 million Hispanic-owned businesses, today reacted to President Bush’s announcement of the appointment of Santanu “Sandy” Baruah, formerly the Assistant Secretary of Commerce for Economic Development, to head the Small Business Administration (SBA).

“Acting Administrator Jovita Carranza has been a good friend to the Hispanic business community,” said David C. Lizárraga, Chairman of the USHCC. “We look forward to working with Administrator Baruah as we continue collaborating with the SBA to expand opportunities for Hispanic-owned businesses.”

The USHCC is a national advocate for minority and small enterprises, and is therefore deeply interested in the functioning of the SBA. The USHCC had anticipated a Congressional review and approval of the nomination through which Administrator Baruah could outline his plans for turning around the troubled agency. This recess appointment installs Santanu Baruah as Administrator effective Monday, August 18th.

“There is a lot of time left for this Administration to help reform SBA programs and promote the cause of minority entrepreneurship,” said Augustine Martinez, President & CEO of the USHCC. “While a recess appointment may not be ideal, and may even be challenged, as stakeholders we will meet with Administrator Baruah and take on the responsibility of informing him about our business community’s needs and priorities.”

Before joining the Bush Administration in 2001, Baruah spent seven years with Performance Consulting Group, a Portland, Oregon-based corporate management consulting firm. His clients included Walt Disney World, Intel, Key Bank and Citizens Bank. As Assistant Secretary of Commerce for Economic Development, Santanu Baruah led and managed the U.S. Department of Commerce’s Economic Development Administration, the Department’s domestic economic development arm.

“The United States Hispanic Chamber of Commerce (USHCC) today proudly announced a key alliance with S.USA Life Insurance Company, Inc. (S.USA). Hispanics, numbering more than 45 million people nationwide, now possess more disposable income than any other minority group. While the numbers are staggering, this growing economic strength continues to carry with it substantial vulnerabilities. According to a study by the Center for Hispanic Marketing Communication at Florida State University, only one-third of Hispanics possess life insurance compared to almost two-thirds of the overall U.S. population. This deficit may expose many Hispanic families to financial risk long-term.

USHCC Expresses Dismay and Disappointment at SBA Award

“The United States Hispanic Chamber of Commerce (USHCC), the national representative of more than 2.5 million Hispanic business owners, today expressed its deep concern regarding recent revelations contained in a report by the Inspector General of the Small Business Administration concluding that the agency inappropriately awarded a $1.2 million contract to VBP Group of Scottsdale, Arizona, for technical assistance and training of small and disadvantaged businesses.

“Ninety percent of the agency’s training budget designated for advice and training of small disadvantaged businesses was given to one single contractor who falsified documents, handed a majority of the work to unapproved subcontractors, and spent most of the funding on salaries,” said David C. Liz�rraga, USHCC Chairman. “This no-bid, Halliburton-style contract was given to an outgoing Administration employee rather than to companies and organizations with extensive track records of working with the small and disadvantaged business community.”

The Inspector General’s report found that the contractor VBP Group of Scottsdale and its principal, Mr. Vernon Parker, a former Assistant Secretary for Civil Rights at the United States Department of Agriculture, were inappropriately given an 8(a) certification after only being in business 11 days prior to filing for certification. Furthermore, it is not entirely clear who used an SBA supervisor’s password to enter the SBA’s electronic systems, reverse a denial of certification, and then recommend and approve the certification.

In addition, VBP Group received a sole-source no-bid contract from SBA to provide training services, which had previously been delivered by another contractor who was selected through the traditional competitive bid process. The Inspector General’s office found that the SBA’s Office of Management and Technical Assistance intended to openly compete the contract. However, the SBA’s Procurement Office did not process the procurement, and required that the contract be awarded on a sole-source basis. The VBP Group of Scottsdale was awarded the $1.2 million contract to manage a national training program for small businesses in September 2007.

“We credit Representative Nydia Velazquez, Chairwoman of the House Committee on Small Business, for bringing this issue to light to former SBA Administrator Preston and getting the ball rolling on this investigation,” said Augustine Martinez, USHCC President & CEO. “As an organization that has received contracts and grants to provide technical assistance to small and disadvantaged businesses, and especially as the representative for the intended recipients of those critical services, we are truly disappointed that the SBA channeled this contract to a former Administration official with no experience in this field, and virtually no knowledge of the technical assistance needs of our business community.”

The agency has confirmed that it had revoked the contract when it saw the Inspector General’s report concluding that the VBP Group had not met the agency’s requirements for the 8(a) contracting program and that the VBP Group’s approval was “based on documents submitted by VBP that were false or of questionable authenticity.”

Chairman Liz�rraga concluded, “We thank SBA Acting Administrator Jovita Carranza for taking action quickly on this issue, but are extremely concerned that funds meant to educate our members, small and minority businesses, were lost to fraud, graft and wholesale mismanagement.”

USHCC Mourns the Loss of California Latino Leader John Aguilar

“The United States Hispanic Chamber of Commerce (USHCC) honors the memory of California Latino leader John Aguilar, 49, founder, president and chief executive officer of Vernon Transportation Company. Mr. Aguilar died Thursday, July 10, 2008 at home following a lengthy battle with cancer. Mr. Aguilar was a member of the board of directors of the California Hispanic Chamber of Commerce and of the San Joaquin County Hispanic Chamber of Commerce in Stockton, California. A longtime supporter of the United States Hispanic Chamber of Commerce, Mr. Aguilar often attributed his success in becoming a member of the Hispanic 500 to contacts and assistance he received through the USHCC.

“John’s passing leaves a huge void in our community,” said David C. Lizarraga, Chairman of the United States Hispanic Chamber of Commerce. “His leadership, passion for education and support of Hispanic chambers of commerce at all levels serves as an inspiration to all of us.”

“He will be missed by his family, those whose lives he touched and, most of all, by his dedicated staff at Vernon Transportation,” said Mark Martinez, CEO of the San Joaquin County Hispanic Chamber of Commerce.

In 1985, Mr. Aguilar began his trucking business with one truck and one driver, himself. Mr. Aguilar contacted José Niño, the then-President and CEO of the United States Hispanic Chamber of Commerce, who helped him contact large corporations seeking trucking transportation for supplies and products. “One of my first trips as President and CEO of the USHCC was to California to meet John,” said José Niño. “His story serves as a wonderful example of how our chambers can help a hard worker with a vision make the right contacts to evolve from a one man operation to a significant enterprise.”

Mr. Aguilar quickly grew his company to a fleet of more than 65 trucks and became only one of five companies to transport sugar products to soft drink companies for use in their products. “John would often say that if you bought that soft drink in California, you are most likely drinking a sugar product delivered by Vernon Transportation,” said Rafael Sanchez, USHCC Finance Chair. “John was not shy about sharing his appreciation for the USHCC or for encouraging others to be involved with Hispanic chambers. He was a true believer.”

Mr. Aguilar also knew the importance of giving back to the community. He actively supported the Latino community, including San Joaquin Delta College’s Cesar Chavez Memorial Scholarship Fund and Tariff Bureau, an organization of more than 300 trucking companies that gives scholarship money to the children of member companies for educational needs. He was an active member of the California and San Joaquin County Hispanic Chambers of Commerce, and chaired the local chamber’s Government Relations Committee and was active on its Education Committee. Mr. Aguilar served as a mentor to the Nightingale Elementary School and was an active participant in the local chamber’s financial aid workshop to encourage students to attend college.

“John’s passion was encouraging kids to continue their education,” said Melinda Guzman, USHCC General Counsel and Trustee for the California State University system. “John embraced the kids, especially those who most needed the support, and he wasn’t afraid to donate time or money to make things happen.”

The son of migrant farm workers, Mr. Aguilar graduated from Galt High School in 1977 and then Loyola Marymount University in 1981. He worked for a trucking company in Southern California before starting his own firm in 1985. In 1988, he returned to Northern California with a renamed company, Vernon Transportation, based in Stockton. Aguilar’s business acumen led to further growth. A second office served Southern California, Arizona and Nevada. A member of the Hispanic 500, last year Mr. Aguilar was also named to the list of the top 100 minority business suppliers by Minority Business News Magazine.

Last Friday was to have been a particularly special day for Mr. Aguilar. He was scheduled to be inducted as the President-Elect of the San Joaquin County Hispanic Chamber of Commerce. Rafael Sanchez, USHCC Finance Chair, served as the group’s keynote speaker for the evening. “I can think of no better example than John Aguilar about why it makes sense to join a Hispanic chamber and to participate with the USHCC. In almost ten years of working for AT&T, Rayas also navigated complex political situations in both the USA and Latin America/Caribbean resulting in the company’s entry into Spain, Colombia, Chile, Peru, Mexico, and Puerto Rico.

Rayas is also one of three major senior management personnel responsible for fundraising for the USHCC and the principal contact person for sponsorship and advertising opportunities for USHCC’s award winning television program, Hispanics Today.

Google, Lulac and the United States Hispanic Chamber of Commerce Partnership Promotes Small Business Opportunities

“Google, League of United Latin American Citizens (LULAC) and the United States Hispanic Chamber of Commerce (USHCC) joined this week to present a historic Spanish-language seminar geared to helping Hispanic small business owners access the latest Google tools that are being offered.

“We are very pleased to be a part of this monumental partnership with Google and the United States Hispanic Chamber of Commerce in using the latest Google tools. These new online tools will make it easier for small businesses to prosper,” said LULAC National Executive Director Brent Wilkes. “The tools offered by Google have opened new avenues for Hispanic small businesses to connect and better serve their customers in ways that we could not have imagined a decade ago.”

“We are really excited to have this opportunity to work with LULAC and US Hispanic Chamber members to reach out specifically to Hispanic small business leaders and help them take advantage of Google tools to expand their customer base and businesses. Google 101 was the first presentation conducted in any language other than English to take place in Google’s new Washington, DC office, which opened January 2008. Part of the Google 101 presentation highlighted Google AdSense, which is a service that allows website owners to earn money by placing ads on their sites. Google shares the revenue it receives from clicks on these ads, and last year gave a total of $4.5 billion to AdSense partners, a significant majority of which are small businesses.

The Google Washington office officially opened in January, 2008 and this presentation represents the office’s first Spanish-language presentation.

USHCC Foundation Sparks Business Dreams of Miami Youth

“Three bright aspiring Miami entrepreneurs garnered the opportunity to train and compete at the United States Hispanic Chamber of Commerce (USHCC) Foundation Regional BizFest in Sacramento, CA in September. These three students were part of an introduction to business training funded by Ford Motor Company Fund. The USHCC Foundation holds similar trainings throughout the year and throughout the country to help Latino youth turn their entrepreneurial ideas into profitable business ventures through hands-on practical business training.

Held April 28-May 2, 2008 in Miami in partnership with the Cuban American National Council (CNC), the course featured 25 students representing the Little Havana and Hialeah Institutes, managed by the CNC. During the three-day program, participating students developed a viable business idea and a detailed executive summary on their idea. The executive summaries were then evaluated by a panel of judges and the three strongest ideas were given the opportunity to train and compete at the upcoming Regional BizFest in Sacramento taking place during the USHCC 29th Annual National Convention and Business Expo. The three finalists are Tasharia Spivey, Keishla Torres and Roberto Garcia all from Little Havana Institute.

“We are proud to have these talented young adults join us in Sacramento, they truly are outstanding aspiring entrepreneurs,” said Shana Mosher, Senior Director of Program Operations. “Not only was this an opportunity for bright Latino and minority youth to learn the essential steps of opening their own business but with the collaboration of local community based organizations like the CNC, it helps open their eyes to the resources and support services that are available to them in their own community.”

National Hispanic Corporate Council Examines Diversity Best Practices, Executive Development and Supplier Diversity at Its Member Meeting

This high level discussion, lead by noted experts, is aimed at program managers. “For the third time, President Bush has agreed to address the U.S. Hispanic Chamber of Commerce (USHCC) at its annual national Legislative Conference themed “Hispanic Business: Shaping Tomorrow’s Policy.” President Bush will be speaking at a special White House Briefing on Wednesday, March 12, 2008, at the Ronald Reagan Building.
