		<description><![CDATA[<blockquote>The League of United Latin American Citizens, the largest and olldest Hispanic civil rights organization in the country in partnership with the U.S. Department of Veterans Affairs announced the 4th Annual 2009 LULAC Veterans Summit in Los Angeles today.<br />

“LULAC’s Veterans Summit will address issues of critical importance to U.S. veterans and their families in a state with over 13.2 million Latino residents. You can expect to hear from cabinet secretaries, political leaders, government experts, local elected officials, and respected business and community leaders,” said LULAC National President Rosa Rosales.<br />

Keynote speakers include John U. Sepulveda, Assistant Secretary, Office of Human Resources and Administration and Steve L. Muro, Acting Under Secretary for Memorial Affairs at the U.S. Department of Veterans Affairs.<br />

The Veterans Summit will take place on December 3-5, 2009 at the Biltmore Hotel in Los Angeles. Attendees will participate in two days of cutting edge seminars, conference break-out sessions, job and health fairs and clinics including interactive informational displays.<br />

“This is about doing what is best for those who serve this country and using every federal, state and community asset to do it,” said LULAC National Executive Director Brent Wilkes. “We’re proud of the people and the organizations who have stepped up to make sure everyone who bravely and courageously served this country gets the services they deserve.”<br />

		<description><![CDATA[<blockquote>The League of United Latin American Citizens, the oldest and largest Hispanic civil rights organization in the country hailed that CNN anchor Lou Dobbs will leave CNN today. The announcement was made on his 7 p.m. program “Lou Dobbs Tonight.”<br />

“After years of giving Lou Dobbs an unparalleled and powerful perch from which to spread hate, fear, and misinformation about immigrants, the executives at CNN have finally realized that they could no longer justify his nightly smear campaign against the hardest working people in America,” stated Rosa Rosales, LULAC National President. “I am amazed that it took them so long to realize that the show was beyond the bounds of common decency.”<br />
<br />
LULAC participated in the Drop Dobbs and Basta Dobbs campaigns to pressure advertisers to abandon his divisive show. The LULAC National Assembly had also passed a resolution calling for advertisers to withdraw.<br />
<br />
“While we strongly believe in the right to free speech, that does not mean that demagogues have the right to a prime time show in which they bash hard working people of color,” stated LULAC National Executive Director Brent Wilkes. “CNN and other media outlets have a responsibility to provide a fair and rational discourse on important issues affecting their viewers or risk a backlash from the public.”<br />

		<description><![CDATA[<blockquote>The League of United Latin American Citizens, the oldest and largest Hispanic civil rights organization in the country, National President Rosa Rosales issued the following statement on the Senate cloture vote today 60-39 rejecting the Vitter-Bennett amendment.<br />
<br />
“The community won an important battle today in the fight for a fair and accurate 2010 census that counts every person in the United States as required by the U.S. Constitution. By voting today for cloture on the Commerce-State-Justice Appropriations bill, the Senate effectively ended debate on the divisive Vitter-Bennett amendment. The amendment, which would have forced the Census Bureau to add questions on citizenship and immigration status to the census form less than six months before the count, is clearly unconstitutional. Under the 14th amendment to the Constitution, the apportionment of members of the House of Representatives is based on a full count of persons – not just citizens – in each state.<br />
<br />
Any changes to the 2010 census form would cause "logistical issues" because the bureau has already printed over 100 million copies of the form, which does not contain any questions about U.S. citizenship. Any attempt to exclude or deter illegal residents from participating in the decennial count would violate "the tradition and the law" of the census, which is mandated as a counting of all U.S. residents in the place where they usually live.<br />
<br />
We commend the Senate for standing up for the Constitution and for sparing the nation from the damage the amendment would have done to the census and to the civil rights of millions of people – both native-born and immigrant – who would have been discouraged from being counted had the amendment passed. We also hope that today's vote sends a strong message that the Senate is committed to a 2010 census in which every person counts and every person is counted.”<br />
<br />
The Census Bureau has enlisted the help of community leaders nationwide to encourage Hispanics to participate in the decennial count and to convince skeptical respondents that their personal information will be kept private.<br />

		<description><![CDATA[<blockquote>The League of United Latin American Citizens, the largest and oldest Hispanic civil rights organization in the country, hails the inclusion of Puerto Rico in legislation rolled out by House Democrats yesterday. A vote is likely to take place next week.<br />
<br />
“The House bill presented today is a triumph for all of Puerto Rico,” said LULAC National President Rosa Rosales. “The island will receive an unprecedented amount of funds and we are on track to meet our goal that not a single Puerto Rican is without adequate insurance.”<br />
<br />
The legislation includes important provisions that will allow the government of Puerto Rico to provide healthcare coverage to the more than 400,000 islanders who don’t have a medical plan or whose coverage falls short.<br />
<br />
The plan would bring $12.8 billion in Medicaid funds to Puerto Rico between 2011 and 2019, a dramatic $9.1 billion increase over current funding under the federal program for low-income patients. The island would receive another $3.7 billion in an insurance exchange program and allow coverage for Puerto Rico residents of moderate incomes who don’t qualify for the local Health Reform.<br />
<br />
Importantly, the House bill would require the federal Department of Health and Human Services to present a plan to Congress before October 1, 2013 a detailed plan on bringing Puerto Rico to full parity in Medicaid funding.<br />
<br />
The Senate Finance Committee plan, meanwhile, would grant Puerto Rico and the territories a smaller Medicaid boost, or around $7 billion, and not provide access to the exchange. A competing plan from another Senate panel envisions including the territories.<br />

		<description><![CDATA[<blockquote>A coalition of national, state and local Hispanic leaders who are advocating in support of healthcare reform announced today the creation of Latinos United for Healthcare (LUH) and the launch of www.latinosunitedforhealthcare.org. Latinos United for Healthcare will serve as a platform for Latino leaders to engage in the healthcare reform debate and its website will be an organizing tool, providing relevant and up-to-date information about the current debate as well as ways to advocate for reform.<br />

“We are asking all our LULAC members visit web site today and share their personal stories of struggle with us,” said LULAC National President Rosa Rosales. “With one in three Latinos lacking health insurance it is important that we speak out for the passage of health care reform now.”<br />
<br />
LUH will work directly with national Latino organizations, as well as with Hispanic state and local elected officials, health experts, medical professionals, and community advocates. The campaign will include educational briefings in target states, media outreach and grassroots lobbying.<br />
<br />
“In the coming weeks, Congress will have no doubt where the Latino community stands, said Rosales.”<br />
<br />
The guiding principles of the coalition are to: 1) Improve and make healthcare more affordable; 2) End healthcare disparities; and 3) Not permit discrimination in the care received by the individual or families.<br />

		<description><![CDATA[<blockquote>A new report released today demonstrates that Hispanic Americans face greater challenges in obtaining a secure retirement than the average population. The paper, prepared by the Hispanic Institute think-tank and the Americans for Secure Retirement (ASR) coalition, finds that the unique challenges include a general lack of retirement preparation, less access to employer-sponsored retirement plans, lower levels of personal savings and inadequate financial literacy.<br />
<br />
The report concludes that Hispanic Americans need to consider multiple retirement vehicles to supplement Social Security and to bridge the gap in access to employer plans. Options such as lifetime annuities can minimize financial risks and provide the means to both build retirement savings and secure guaranteed income that will last as long as they live. Access to such a source of guaranteed lifetime income to supplement Social Security is a critical part of planning for a secure retirement.<br />
<br />
“While our research found that Hispanics face greater challenges in preparing for retirement than the average population, with the right tools to properly prepare for retirement, these obstacles can be overcome,” said Gus West, Board of Directors Chair for Hispanic Institute.<br />
<br />
Significant findings of the study include:<br />

    *<br />
<br />
      Only 41 percent of Hispanic workers say they have saved money for retirement.<br />
    *<br />
<br />
      Only 25.6 percent of Hispanics are covered by employer-sponsored retirement plans, compared to 42.5 percent of whites and 40 percent of African-Americans.<br />
    *<br />
<br />
      Of the Hispanics receiving Social Security benefits, almost 80 percent rely on these benefits for at least 50 percent of their retirement earnings.<br />
    *<br />
<br />
      Among people 65 and older receiving Social Security, on average Hispanics receive about $2,124 less in earnings than non-Hispanics.<br />
<br />
Between 1979 and 1999, middle-class Hispanics households increased nearly 80 percent. In the same period, the group of Hispanic households earnings between $40,000 to $140,000 grew to include about one-third of the total Hispanic households nationwide.<br />
<br />
Today, the U.S. Hispanic population makes up about 48 million people; by 2050 that number will increase to 132 million, accounting for nearly 30 percent of the total U.S. population. Due to the growing Hispanic population, an average longer life expectancy, and because only 16 percent of the population is in their pre-retirement years, Hispanics will make up a significant number of those entering retirement in the future.<br />
<br />
“Since two-thirds of Hispanics are employed in the service-related field, which generally does not offer employer-sponsored retirement plans, many hard working Hispanic Americans may not have the proper nest egg to retire. It is imperative that their savings are managed and invested in a secure plan that assures income for life,” said Brent Wilkes, Executive Director of League of United Latin American Citizens.<br />
<br />
Legislation currently being considered in Congress would create tax advantages for the purchase of an annuity and the conversion of a portion of an individual’s savings into a lifetime retirement income stream. The Retirement Security Needs Lifetime Pay Act, H.R. 2748, in the U.S. House and the Retirement Security for Life Act, S. 1297, in the U.S. Senate, would create a tax exclude from taxes a portion of the annual income received through an annuity, increasing accessibility to lifetime annuities as a retirement option and creating significant tax savings for middle-income Americans.<br />
<br />
“Congress needs to pass this legislation to encourage the greatest accessibility possibility to multiple retirement savings vehicles that tackle the income side of the retirement problem,” said Bill Waldie, Chairman of ASR.<br />

Sanchez-Fuentes will be the first Hispanic to oversee the nation’s premier early childhood education program.  She has worked in early childhood education throughout her career at the national and international levels, most recently as the Executive Director of the National Migrant and Seasonal Head Start Association. <br />

“We are pleased that Yvette Sanchez-Fuentes will be the new Director of the Office of Head Start and will be the first Hispanic to serve in this position. This is a milestone for a program that has been in existence for more than 40 years, and we are confident that Yvette’s leadership will make Head Start an even stronger program for children and families throughout the country,” said Erika Beltran, HEC Co-Chair and Policy Analyst for the Education and Children’s Policy Project at NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the U.S. <br />

The HEC has long recognized the importance of early care and education and the role of Head Start in helping Latino children enter school ready for success. Latino children—the fastest-growing student population in the nation— represent approximately 20% of the U.S. public school enrollment. Yet, they tend to have higher levels of poverty, lower levels of parental education, and higher levels of linguistic isolation than their White peers—demographic characteristics that are strongly correlated with low levels of school readiness and poor academic achievement.  <br />
 <br />
“Head Start is a key component to addressing the educational crisis facing the Latino community. Given Yvette’s background, we now have a Director of the Office of Head Start who understands the needs of low-income and migrant families and has firsthand experience in reaching them with early learning programs. We look forward to working with her to strengthen Head Start for Hispanic children and families,” said Iris Chavez, HEC Co-Chair and Education Policy Coordinator at the League of United Latin American Citizens (LULAC).<br />

The Hispanic Education Coalition unites 26 organizations that are dedicated to improving educational opportunities for the nearly 50 million Latinos living in the U.S. and Puerto Rico. The HEC focuses on federal legislative and administrative policy issues relating to education, including the No Child Left Behind Act of 2001, the Improving Head Start for School Readiness Act, the Higher Education Act, the Workforce Investment Act, adequate federal funding for education, and the educational concerns of English language learners. 		<description><![CDATA[<blockquote>The League of United Latin American Citizens, the oldest and largest Hispanic civil rights organization in the country commends the Senate for the confirmation of Tom Perez as Assistant Attorney General to the Civil Rights division at the Department of Justice.<br />

On a bipartisan tally of 72-22, the Senate voted to approve Perez's nomination as head of the Civil Rights Division at the Justice Department.<br />
<br />
“LULAC looks forward to working closely with Tom Perez and the civil rights division of the U.S. Department of Justice to protect voting rights, investigate hate crimes and reduce discrimination on the basis of race, color, sex, disability, religion, and national origin,” said LULAC National President Rosa Rosales.<br />
<br />
Mr. Perez has spent his life working as a public servant and twelve years as a federal prosecutor for the Civil Rights Division where he prosecuted and supervised the prosecution of some of the Department’s most high profile civil rights cases including a hate crime case in Texas involving a group of white supremacists who went on a deadly, racially motivated crime spree.<br />
<br />
“LULAC is pleased that the Senate has confirmed an experienced civil rights attorney to this critical post,” stated LULAC National Executive Director Brent Wilkes. “Only someone of Mr. Perez’s stature could restore the division to the tenacious defender of civil rights that it was intended to be.”<br />
<br />
Tom Perez is a nationally known civil rights lawyer. Perez most recently served as Maryland’s Secretary of Labor, Licensing and Regulation. He was also a part of the Obama Transition Team, was elected to the Montgomery County Council from 2002-2006, and served as the Council’s President in 2005. He served as a Deputy Assistant Attorney General for Civil Rights under Attorney General Janet Reno. Perez served on the board of Casa de Maryland and the National Immigration Forum. Perez previously served as Special Counsel to Senator Edward Kennedy, and was Senator Kennedy’s principal adviser on civil rights, criminal justice and constitutional issues. Perez is a part-time professor at the George Washington School of Public Health.<br />
