Miss Universe 2010 Ximena Navarrete is the newest “Madrina” of the Latino Commission on AIDS, announced Guillermo Chacón, President of the Latino Commission on AIDS. Navarrete was presented at the Time Warner Center as the newest “Madrina” and received a commemorative sun pendant, which officially recognizes her as a supporter and a partner in the fight against AIDS.

“It is important to the Miss Universe Organization, and to me personally, that we show our commitment and solidarity to those affected by HIV/AIDS,” stated Navarrete. “I am dedicated to promoting HIV testing, awareness and education in our communities, and to encourage one another to have ongoing dialogue about how to prevent the spread of HIV/AIDS across the globe.”

“The fight against HIV and AIDS and the health care needs facing our community get more challenging every year,” said Guillermo Chacón, President of the Latino Commission on AIDS. “We honor Miss Universe Ximena Navarrete and the Miss Universe Organization for taking this cause to heart, educating the public and promoting HIV testing as an important step to prevent AIDS.
The Latino Commission on AIDS (the Commission) supported by the New York State AIDS Institute, will embark in developing a Statewide Network for Latino Gay, Bisexual and other Men who have Sex with Men (MSM) in New York - “Construyendo Juntos” (Building together) - with aims to promote networking opportunities and communication amongst community organizations, grassroots LGBT organizations, places of worship, and other social venues; and to increase their capacity to better serve the Latino Gay, Bisexual and MSM communities in New York State (NYS).

The years of experience working with the Hispanic community and HIV have demonstrated that HIV services to Hispanic populations are complicated by language issues, diverse ethnic backgrounds, immigration factors, discrimination and poverty. Of MSM in NYC, Hispanic MSM comprised 31.6% of those diagnosed with HIV in 2007 (compared to 29.3% of white non-Hispanics MSM). “Over three decades into the epidemic, Latino gay men still are disproportionately impacted by HIV and AIDS. Infection and AIDS deaths rates within this population keep rising in New York State. We need new initiatives that will reach and build Latino gay men’s social networks to increase their capacity to access care and critical services to reach healthy communities,” said Guillermo Chacón, President of the Latino Commission.

Bolívar X. Nieto, with over 13 years of experience on HIV program implementation, community advocacy, and Capacity Building Assistance nationwide will lead this exciting initiative. “Construyendo Juntos” will address topics such as AIDS-related stigma; working with faith-based organizations; organizational development, emerging research for Latino MSM; National Latino AIDS Awareness Day (NLAAD); adapting Effective Behavioral Intervention for Latino MSM; multi-racial identity for Latino MSM, among others; and thus together build a solid Latino MSM network in collaboration with other communities of color to fill the gaps and address the needs of the Latino Gay, Bisexual, MSM community in New York State.

The calls came in response to the recent release of the White House HIV/AIDS Strategy, which addresses the growing HIV/AIDS epidemic among communities of color nationwide and in Puerto Rico, US Virgin Islands and the District of Columbia by identifying the most heavily impacted jurisdictions with rising incidences of HIV/AIDS. Hispanic leaders also expressed their fears that, due to ongoing financial crises in jurisdictions with the highest number of Latino HIV and AIDS cases, HIV prevention and treatment programs were suffering devastating cuts.

“Recognizing that our communities have faced persistent barriers to accessing HIV services, I commend the President for unveiling the HIV/AIDS strategy, with a goal to reduce the number of new cases by 25 percent in the next 5 years,” said Congresswoman Lucille Roybal-Allard (D-34th/CA), who is chair of the Congressional Hispanic Caucus Health Care Task Force. “However, it is critical that we stay vigilant to ensure the promises of health care reform and the national HIV/AIDS strategy do in fact provide comprehensive, measurable improvements in access, prevention, and HIV/AIDS outcomes in our Latino communities.”

Soraya Galeas, the Metropolitan Latino AIDS Coalition stated that, "With a disproportionate share of HIV/AIDS cases in Latino communities and Puerto Rico, we must increase our community mobilization to save lives. HIV is preventable."

Congresswoman Ileana Ros-Lehtinen (R-18th/FL) announced that, “We need to come together to reaffirm our commitment to increase HIV/AIDS awareness in all Hispanic communities in both Spanish and English. We cannot miss anybody; HIV does not discriminate.”

The Capitol Hill congressional briefing officially kicked off the National Latino AIDS Awareness Day (NLAAD) events, which are organized annually on October 15th in more than 300 cities and 45 states across the country and territories. NLAAD was established in 2003 to act as a community mobilization catalyst to prevent the spread of HIV infection in Latino communities, to promote HIV testing opportunities, to connect people to care and to activities that raise AIDS awareness and other health conditions impacting Hispanics in national, state and local communities.

“Latinos living with HIV/AIDS, their families, loved ones and friends are uniting around the country with community based organizations, health departments, elected officials, religious leaders and civic leaders to organize the upcoming National Latino AIDS Awareness Day,” said Melissa Faith Ramirez, Director of National Latino AIDS Awareness Day.

“Community partners are renewing their commitment to HIV testing, prevention and care for all Latinos, regardless of immigration status or language ability. I can only hope that Congress will appropriate federal funding for the implementation of the new HIV/AIDS strategy for the most impacted communities, including the southern states, Puerto Rico and the District of Columbia, and critical programs such as the AIDS Drugs Assistance Program (ADAP) that has been facing severe cuts throughout the nation” stated Guillermo Chacon, President of the Latino Commission on AIDS.

The Latino Commission on AIDS, the Metropolitan Latino AIDS Coalition (MLAC), the National Alliance of State and Territorial AIDS Directors (NASTAD), the National Minority AIDS Council (NMAC),the Hispanic Federation, Salud Latina/Latino Health and the National Latino AIDS Action Network (NLAAN) are working together to educate Congress about the impact of HIV/AIDS among Hispanics.

National Latino AIDS Awareness Day was created in 2003 in response to the devastating impact of the HIV/AIDS epidemic on Hispanic/Latino Communities across the US and territories. October 15th, marks the eighth annual commemoration of NLAAD, which is held each year in commemoration of the last day of Hispanic Heritage Month. NLAAD represents a call to action for Hispanics/Latinos to protect their lives and the lives of those they love by getting tested and learning about HIV. For more information visit:

National Latino Aids Awareness Day (NLAAD) has officially launched the unveiling of its new website, www.nlaad.org. The fully bilingual website, both in English and Spanish, holds a wealth of resources ranging from information on Latinos/Hispanics and HIV/AIDS to tools on how to engage Hispanic/Latino communities on a range of events, including HIV testing. The NLAAD campaign works annually at building capacity for non-profit organizations and health departments in order to reach Latino/Hispanic communities, promote HIV testing, provide HIV prevention information and access to care.

This year’s theme – Save a Life, It May be your Own. Get Tested for HIV – speaks to the critical role HIV testing and prevention education plays due to the late testing realities faced by Hispanic/Latino communities. Data from the Center’s for Disease Control (CDC) shows that Latinos/Hispanics progress to AIDS faster than any other racial or ethnic group with 42% being diagnosed with AIDS within 12 months after learning of their positive HIV status compared to 34% late diagnosis among white non Hispanic and 35% among African Americans. NLAAD takes place annually on October 15th, the last day of Hispanic Heritage Month.

NLAAD recognizes the Office of Minority Health and Dr. Garth N. Graham, Deputy Assistant Secretary for Minority Health in the Office of Minority Health at the Department of Health and Human Services for their ongoing leadership and support to promote healthy communities.

Nationally you can obtain more information about HIV testing or find a testing location near you by calling the CDC hotline at 1-800-232-4636 or by visiting www.nlaad.org

About NLAAD: National Latino AIDS Awareness Day was developed by the Latino Commission on AIDS and the Hispanic Federation in partnership with community based organizations, people living with HIV/AIDS, state and regional health departments and others. Partnerships with the media, elected officials, civic and religious leaders, foundations, celebrities and the health care system are forged to raise awareness among Latinos/Hispanics in the United States and territories.

With Mount Sinais recent take-over of the St. Vincents HIV Clinic in Greenwich Village, the underserved Latino HIV/AIDS population in the greater New York area is now under the auspices of one of the preeminent, multi-disciplinary hospitals in the nation and a pioneering institution in HIV/AIDS care and research since 1989. The take-over was completed in July and resulted in the seamless transition of 2,700 patients, a majority of which were Latino.

"Treating the Latino HIV/AIDS community presents unique challenges, and this transition was especially concerning for them," said Dr. Lugo, an Infectious Disease specialist at the new Mount Sinai HIV clinic. "Knowing that they are now benefiting from Mount Sinais world-class physicians and unparalleled research capabilities, weve been able to quickly calm fears and provide the sense of continuity that was desperately needed," concluded Dr. Lugo.

The addition of St. Vincents program to the successful HIV program already in place at Mount Sinais Upper East Side campus has made the Mount Sinai Comprehensive Health Program (MSCHP) one of the largest HIV programs in the country, with an anticipated 36,000 patient visits annually. It includes primary care and, infectious disease physicians, psychologists, psychiatrists, and specialists in dermatology, gynecology, and adolescent care. There are also subspecialty programs for HIV patients in neurology, renal care, hepatitis C co-infection and cancer screening.

"Ive been a patient at the clinic for thirteen years and I can honestly say that we are a familia," said Ernie Alvarez, an HIV/AIDS patient and leader of the Mount Sinai Consumer Advisory Board, a patient advocacy group. "Through the transition, Mount Sinai embraced us and now, were an even a bigger, stronger family that is optimistic for the future," added Alvarez.

"The Latino population in the U.S. has always been disproportionately affected by HIV/AIDS and today, approximately 20% of all new cases come from within that community," said Guillermo Chacon, President of the Latino Commission on AIDS. "HIV/AIDS is not only a physical disease but also, it is a mentally and emotionally challenging one and Mount Sinai is one of the best things that can happen for this community. We look forward to partnering with them to keep the HIV/AIDS prevention and treatment at the forefront of the national dialogue," added Chacon.

The Mount Sinai clinic is currently located in the same building as the former St. Vincents clinic, the OToole Building, is serving about 300 patients each week. The clinic offers assistance in Spanish, Mandarin, and Cantonese and has a staff of social workers who offer case management, substance abuse, and social work services. The new Mount Sinai clinic accepts the same insurance plans as the St. Vincents clinic did and provides patients with MetroCards for transportation.

About The Mount Sinai Medical Center
The Mount Sinai Medical Center encompasses both The Mount Sinai Hospital and Mount Sinai School of Medicine. Established in 1968, Mount Sinai School of Medicine is one of few medical schools embedded in a hospital in the United States. It has more than 3,400 faculty in 32 departments and 15 institutes, and ranks among the top 20 medical schools both in National Institute of Health funding and by U.S. News & World Report. The school received the 2009 Spencer Foreman Award for Outstanding Community Service from the Association of America Medical Colleges.

The Mount Sinai Hospital, founded in 1852, is a 1,171 bed tertiary and quaternary-care teaching facility and one of the nations oldest, largest and most-respected voluntary hospitals. In 2009, U.S. News & World Report ranked The Mount Sinai Hospital among the nations top 20 hospitals based on reputation, patient safety, and other patient-care factors. Nearly 60,000 people were treated a Mount Sinai as inpatients last year, and approximately 530,000 outpatient visits took place.
This year’s theme – Save a Life, It May be your Own. Get Tested for HIV – speaks to the critical role HIV testing and prevention education plays due to the late testing realities faced by Hispanic/Latino communities. Data from the Center’s for Disease Control (CDC) shows that Hispanics/Latinos progress to AIDS faster than any other racial or ethnic group with 42% being diagnosed with AIDS within 12 months after learning of their positive HIV status compared to 34% late diagnosis among white non Hispanic and 35% among blacks.

“We believe that personalizing the message of HIV testing and prevention will resonate in our communities. Hispanics/Latinos face so many health challenges including discrimination, language barriers, social stigma, poverty and as of late, tremendous anti-immigration sentiment. Through CENSUS 2010, we are reminded that Hispanic/Latinos are the fastest growing ethnic population and NLAAD’s vision is to develop and strengthen healthy communities,” stated Guillermo Chacón, President of the Latino Commission on AIDS.

Hispanics/Latinos represent 15.3% of the U.S. population, but account for 22.3% of the new HIV infections in the U.S. including Puerto Rico, according to the CDC. On a national level, this epidemic is nothing short of a public health crisis. NLAAD’s strength lies in raising awareness at the national, regional level but also working in the local communities to provide testing and connecting people to care to some of our most vulnerable populations.

NLAAD recognizes the Office of Minority Health and Dr. Garth N. Graham, Deputy Assistant Secretary for Minority Health in the Office of Minority Health at the Department of Health and Human Services for their leadership and support.

Partnerships with the media, elected officials, civic and religious leaders, foundations, celebrities and the health care system are forged to raise awareness among Latinos in the United States and territories.
