		<description><![CDATA[<blockquote>A number of Hispanic organizations have united to address major problems with the health care legislation passed in the U.S. House of Representatives and urge the Senate to come up with a bipartisan solution for real healthcare reform. They are especially concerned the health care legislation will create a greater tax burden and unfair government mandates on Hispanic small businesses and families. During this critical health care debate, these organizations want their voices to be heard and believe that the current approach will lead to loss of jobs and reduced wages for Hispanic workers.<br />
<br />
In addition, these Hispanic groups believe that seniors will be greatly affected by Medicare cuts, patients will have fewer choices and families will be subject to costly and inefficient government mandates. As opposed to one-size-fits-all, government-run programs, these Hispanic organizations seek market solutions, including allowing businesses and individuals to purchase health insurance across state lines, which would make it easier and less costly for small businesses to provide employees with coverage.<br />

"The House vote illustrated Congress' refusal to come up with a bi-partisan solution on real healthcare reform," stated Hector Barreto, Chairman of The Latino Coalition, "As we look forward, we urge the Senate to work together to provide healthcare reform that does not destroy the entrepreneurial spirit of our country. We will not support a bill that creates an inefficient and ineffective government-run healthcare system for America."<br />

		<description><![CDATA[<blockquote>NCLR (National Council of La Raza), the largest national Latino civil rights and advocacy organization in the United States noted the progress of the Senate Finance Committee’s health care reform legislation toward floor consideration, but expressed concern that the Latino community would not benefit from health care reform unless the final Senate bill is improved. NCLR applauded the committee’s defeat of multiple anti-immigrant amendments and inclusion of a positive children’s provision in a final committee health care proposal.<br />
<br />
“Many members of the committee listened to the collective voice of tens of thousands of Latinos throughout the country who have raised concerns about the tone of the debate,” said Janet Murguía, NCLR President and CEO. In recent weeks, groups that promote the health and well-being of communities of color and immigrants have mobilized a national effort to ensure that these communities are protected and fairly integrated into health care reform.<br />
<br />
Among the provisions that the Senate Finance Committee voted against were proposals to impose additional waiting periods on legal immigrants, barring them from purchasing affordable coverage even though they are mandated to have health insurance. The committee also defeated amendments that would have imposed onerous verification on legal immigrants and U.S. citizens.<br />
<br />
“Time and time again, verification proposals have been proven to eliminate access to coverage for eligible U.S. citizens and legal immigrants and waste taxpayers’ money,” noted Murguía. “NCLR commends the majority of the Senate Finance Committee who stood up for sound policy rather than playing politics with the health of Americans. NCLR is especially grateful for the actions of Senator Menendez, who has continuously pushed for policy solutions that ensure coverage for children with special family circumstances.”<br />
<br />
Although the Senate Finance Committee has taken an important step toward achieving reform, more work is needed to improve health care reform legislation to ensure that the proposals are meaningful for Latinos. The health care reform bill still contains harsh restrictions on legal immigrants and will deeply inhibit the ability of U.S. citizens in mixed immigration status families to buy health coverage. </blockquote>

		<description><![CDATA[<blockquote>The country's largest African-American and Latino organizations announced on Monday they are joining forces with other major national civil rights and grassroots groups to mobilize the nation's 100 million people of color for a final push in support of universal health care reform.<br />

The organizations -- the NAACP National Voter Fund, the National Council of La Raza, the Leadership Conference on Civil Rights, the Campaign for Community Change, the United States Student Association and PowerPAC.org -- said they will work together to make certain that the voices of people of color are heard, and heeded, as the health care reform debate enters its final, critical days.<br />

The groups released television and print ads in English and Spanish that will run initially in four states with sizable African-American and Latino populations -- Florida, North Carolina, Louisiana and Arkansas. The ads are part of a grassroots effort to ensure that members of Congress appreciate the importance of reform to the people of color they represent.<br />
<br />
The ads can be viewed online starting on Oct. 5 at http://www.healthequityforall.org.<br />
<br />
"If we had enacted real health care reform in the past decade, then we would have saved the lives of 880,000 African-Americans," said Benjamin Todd Jealous, attending the briefing in his role as board member of the NAACP National Voter Fund.<br />
<br />
"The members of Congress in these states are out of touch with the voices of their constituents. Real people are going bankrupt, losing their homes and even dying for real health care reform in this country," said Jealous, who also serves as president and chief executive officer of the NAACP.<br />
<br />
The latest U.S. Census estimates confirm that there are more than 100 million people of color in the country, 33 percent of the population. In several key states, the percentage of people of color is even greater, approaching 40 percent in Florida and Louisiana. These constituencies comprise the building blocks for a new majority that can reshape the policies and priorities of the country.<br />
<br />
A newly released report by the group "Health Care for America Now!" finds that African Americans and Latinos are more likely to go without health care because they cannot afford it, are less than half as likely as whites to have a regular doctor and that people of color have the highest rates of being uninsured.<br />
<br />
"The health care debate is an important one for all Americans but absolutely no one has more at stake than communities of color," said Janet Murguía, NCLR's president and chief executive officer. "We need health care reform that embodies the highest and best values of our nation."<br />
<br />
The organizations called for a health system that:<br />
<br />
    * Includes a public option to compete with private insurance companies.<br />
    * Covers all U.S. residents regardless of pre-existing condition or employment status.<br />
    * Is comprehensive and affordable for everyone.<br />
    * Ensures the highest quality of care for everyone.<br />
<br />
"Our organizations have been working tirelessly on health care reform all along. Now that it's crunch time, our collective efforts are critical to making sure that the reforms that become law enable everyone, including communities of color, to have access to affordable, quality health care," said Wade Henderson, president and chief executive officer of LCCR.<br />

Added CCC Executive Director Deepak Bhargava: "We believe health care is a basic human right, as essential as food and shelter. No one should have to go without health care because of a lack of income."<br />

		<description><![CDATA[<blockquote>Health care reform proposals under consideration in Congress that would exclude many legal immigrants from core benefits and impose new verification requirements would have important spillover consequences for taxpayers and other health care consumers, according to an analysis released today by the Migration Policy Institute.<br />
<br />
In a new report, Immigrants and Health Care Reform: What's Really at Stake?, MPI's National Center on Immigrant Integration Policy offers the first-ever estimates of the size of uninsured immigrant populations in major immigrant-destination states, the number of immigrant workers covered by employer-provided plans and the share of immigrants employed by small firms likely to be exempted from employer coverage mandates. The report, based on MPI's analysis of Census Bureau data, also examines health coverage for immigrants by legal status, age and poverty levels.<br />
<br />
Of the estimated 12 million lawful permanent residents in the United States, 4.2 million are uninsured and more than 1 million would be excluded from Medicaid coverage or insurance subsidies if Congress does not remove the five-year waiting period for eligibility. Thirty-eight percent of legal immigrants work at small firms of 25 workers or less, which are likely to be exempted from employer mandates. Just 32 percent of legal immigrant workers at these small firms have insurance compared with 71 percent for U.S.-born workers.<br />
<br />
If denied eligibility for Medicaid and insurance subsidies but subjected to mandates requiring them to purchase coverage, as contemplated by some legislative proposals, many legal immigrants (who have the same tax and Selective Service responsibilities as citizens) would face a significant burden.<br />
<br />
"Leaving large numbers of legal immigrants out of health care reform would defeat the core goal of the legislation, which is to extend coverage to the nation's 46 million uninsured," said MPI Senior Vice President Michael Fix, who co-authored the report. "Congress recently restored some of the public benefit cuts imposed on legal immigrants by the 1996 welfare reform law, so excluding them now from health care reform would reverse this policy trajectory."<br />
<br />
The report also examines eligibility screening proposals, and questions whether the benefits of insurance reform could be reduced by expensive and badly designed verification requirements to ensure unauthorized immigrants aren't getting health care benefits for which they are ineligible.<br />
<br />
"Past experience with Medicaid suggests fraudulent use by unauthorized immigrants is very rare, raising questions about the value of an expensive pre-screening verification system that would impose clear burdens on many vulnerable Americans," said MPI Senior Policy Analyst Marc Rosenblum, a co-author of the report. "Document checks would be especially costly, and would have the biggest impact on U.S. citizens who cannot produce birth certificates or other forms of ID, leading to lost or delayed coverage."<br />
<br />
Among the report's other findings:<br />
<br />
    * 38 percent of legal immigrant children and 31 percent of unauthorized immigrant children have employer-provided coverage, compared to 61 percent of U.S.-born children.<br />
    * 23 percent of the uninsured in California are legal immigrants, who account for more than 10 percent of the uninsured in Texas, New York, Florida, Illinois and New Jersey. States with large immigrant populations could see expanded use of emergency rooms and public clinics if health care reform results in legal immigrants (and the unauthorized as well) being dropped from employer-sponsored insurance.<br />
    * The share of legal immigrant adults who are uninsured ranges from 54 percent in Texas, 45 percent in Florida and 44 percent in North Carolina to 28 percent in New York.<br />
    * Unauthorized immigrants represent 15 percent of the nation's 46 million uninsured, while legal immigrants account for 9 percent. <br />
<br />
"The budget projections for health care reform assume substantial savings by excluding many immigrants, but do not factor in the costs associated with leaving so many people uninsured. Denying coverage does not eliminate the need for health care, and uninsured immigrants will head to emergency rooms or may postpone necessary medical attention – ultimately shifting costs to taxpayers and other health care consumers," said MPI Senior Policy Analyst and report co-author Randy Capps.<br />
