Secretary Napolitano: Comprehensive Immigration Reform Needed To Keep Country Secure, Administration Committed to Reform

Salem, Ore--In a speech before the Center for American Progress, Homeland Secretary Janet Napolitano reiterated the Obama Administration's commitment to passage of Comprehensive Immigration Reform. Napolitano, a former border state governor who has a deep understanding of the complexity of immigration issues, has been designated by the President as the administration's point person on immigration reform.

During today's speech, Secretary Napolitano said that she expects to see legislation in early 2010 and that, "The President is committed to this issue because the need for immigration reform is so clear. This administration does not shy away from taking on the big challenges of the 21st century, challenges that have been ignored too long and hurt our families and businesses. When Congress is ready to act, we'll be ready to support them."

In discussing the failed attempt to pass Immigration Reform in 2007, Napolitano said, "I've been dealing hands on with immigration issues since 1993, so trust me: I know a major shift when I see one, and what I have seen makes reform far more attainable this time around." She went on to say that faith and law enforcement leaders are speaking out about the vital need for reform, as well as business and labor leaders.

Napolitano said that the Department of Homeland Security is ready to implement reform saying that, "We've ended a year-long backlog for background checks on applicants for green cards and naturalization. We've expanded the opportunity for a widow to gain legal status here, despite the untimely death of her U.S. citizen spouse. We've launched a new interactive website that allows people to receive information about the status of their immigration cases by email or text message, and we have reduced the time it takes to process those cases."

CAUSA, a partner in the national Reform Immigration FOR America campaign, joins with community organizations and advocates from around the nation in being ready to partner with Secretary Napolitano and the Obama Administration as they push for a humane and just comprehensive immigration reform.

"We are committed to achieving immigration reform that deals with our broken system in a humane and fair way," said Francisco Lopez, Executive Director of CAUSA. "And although Secretary Napolitano continues to express support for enforcement policies that have proven to do more harm than good, she did acknowledge today that it is time to move beyond the failed enforcement-only strategy of the past 10 years and begin the process of fixing the system. CAUSA, our members and allies around the nation and in Oregon continue to be ready to get to work with the President and Congressional leaders to make reform a reality. We look to Congress and the President to get this process underway sooner rather than later."

CNN announced yesterday that Lou Dobbs, CNN's inflammatory anti-immigrant anchor, would be departing the network. The following is a statement by Rich Stolz, Campaign Manager of the Reform Immigration FOR America campaign, a national effort to unite faith, business, labor, progressive, civil rights, and immigrant organizations to pass comprehensive immigration reform at the federal level.

"Lou Dobbs's departure from CNN is welcome news, and a step toward the common sense debate on comprehensive immigration reform that this country desperately needs. For too long, he has been a voice of ill-informed, irresponsible propaganda and scare-mongering against immigrants and their families. Dobbs's brand of inflammatory rhetoric only exacerbates an already difficult problem by playing to people's fears instead of their heads. Reform Immigration FOR America is focused on achieving comprehensive immigration reform that treats immigrants fairly, requires the undocumented to register to be put on a path toward legal status, ends illegal hiring practices, encourages lawful immigration, and secures our border. Dobbs's exit from CNN clears an obstacle from a rational debate on immigration, hopefully leading to common-sense immigration reform."

South Carolina Congressman brings disgrace on Republicans during President’s Healthcare Speech

In a shameful scene reminiscent of the summer Town Halls where right-wingers scream out insults and regurgitate misinformation at elected officials, a Congressman from South Carolina showed his true colors while disgracing his fellow Republicans.

Last night, while President Obama gave his speech on Health Care Reform in the United States House chamber, he addressed the fallacy being promoted by right-wing extremists that undocumented immigrants would receive benefits under his current healthcare reform proposal. In the course of the President’s statement, Representative Joe Wilson (R-SC) screamed out “You lie!” In those two words, the out-of-control South Carolina Congressman committed an unprecedented “breach of protocol” in the House chamber, spread a lie himself and did serious damage to the reputation of the Republican Party.

Like most anti-healthcare and anti-immigration reform extremists, Representative Wilson attempted in vain to derail the President’s healthcare reform speech with a falsehood and an insult. All he accomplished was to demonstrate that he, like many other Republicans, has nothing valid to offer to the Health Care Reform discussion.

“Congressman Wilson did a serious disservice to his constituents and has brought disgrace to House Republicans,” said Francisco Lopez, Executive Director of CAUSA. “The attempt by right-wing extremists to derail the healthcare reform bill by using misinformation and immigration as a wedge issue is just more of the same obstructionism--heavy on rhetoric and weak on facts.”

According to the Senate Finance Committee’s framework for a health plan, it explicitly says "No illegal immigrants will benefit from the health care tax credits." Like many non-partisan fact checks have revealed over the summer, a CNN fact check responded to Wilson saying that “although the bill would require undocumented immigrants to purchase their own healthcare, they would not be eligible for public subsidies”. Section 242 of the House bill limits benefits to family members who are citizens or legal residents

After the President’s speech, Representative Wilson tried to save face by apologizing, but the damage was already done to his reputation and that of his fellow Republicans.

"On Sunday, the Salvadoran people elected Mauricio Funes 51.3% to 48.7%. Funes, a member of the Farabundo Marti National Liberation Front, or FMLN, was elected president in one of the most highly contested elections in Salvadoran history. The election results mark an important turning point for the country--ending 20 years of right-wing rule and giving the left-wing control for the first time since the Salvadoran Civil War.

Last week, CAUSA, in cooperation with the SHARE Foundation, sent a delegation to El Salvador to act as International Elections Observers. The delegation was made up of CAUSA’s current and former directors, Francisco Lopez and Aeryca Steinbauer and University Students from Willamette University, Whitman College, Salem’s First Congregational Church, Georgetown University, University of Maryland, Northwest School in Seattle, MAZON Jewish Respond to Hunger, Service Employees International Union, The US Baptist Alliance, National Lawyers Guild, Columbia University, and many other community organizations from the United States. The SHARE/CAUSA contingent included more than 150 delegates that were part of more than 1,000 observers from the United States and 4,000 from other countries in Latina America, Europe, Africa and Asia. Despite widespread concerns that violence would break out over the election, the process went smoothly.

Since the election, President Funes has pledged to work closely with the United States on important issues like immigration. During an interview with The Nation on Tuesday, Funes pledged to “rebuild democratic institutions, enforce the constitution and make of El Salvador a democratic state that respects the rule of law”, which he says, will reduce the flows of out-migration. And although the President-elect would like for the U.S. to renew Temporary Protected Status (TPS), to do so without reducing the migration flows from his own country would not be fair.

On Wednesday, President Obama telephoned President Funes to congratulate him on his victory and to say he was ready to strengthen bilateral ties. “The historic election of President Funes offers an important opportunity for President Obama to work towards mending relations with people who view the United States as historic supporters of repressive regimes”, said Francisco Lopez, Executive Director of CAUSA.

CAUSA and the SHARE Foundation encourage President Obama to continue working towards establishing a strong relationship with President Funes. A strong relationship between the two countries can only ensure that El Salvador will be in a better position to rebuild it’s productive capacity and creating a coherent social policy that improves the quality of life for all Salvadorans. This will in turn positively impact the United States’ immigration system thereby reducing the numbers needing to flee from El Salvador due to economic hardship and political persecution.
CAUSA is Oregon's statewide, grassroots immigrant rights coalition. We work to defend and advance immigrant rights through coordination with local, state, and national coalitions and allies. For more information, visit www.causaoregon.org
The SHARE Foundation supports the empowerment of historically impoverished and marginalized communities, as they strive to meet both their most immediate needs and construct long-term sustainable solutions to the problems of poverty, underdevelopment and social injustice.

"Today the Service Employees International Union (SEIU), America’s Voice, Center for New Community, and the Fair Immigration Reform Movement (FIRM) launched a print ad denouncing known hate group, FAIR (the Federation for American Immigration Reform), for poisoning the immigration debate with bigoted, xenophobic hate speech. In support of the ad, SEIU Executive Vice President Eliseo Medina issued the following statement:

“It’s time that everyone learns who FAIR’s founders, leaders and followers truly are. They are not reformers, but a group of extremists whose leaders are fostering a bigoted, anti-immigrant, anti-American agenda that we must stop.”

“We will not allow such a raging extremist group to hide behind this false veil of reform. By continuing to fan the flames of hate and fear, FAIR has contributed to rising levels of hate crimes and discrimination that we are seeing in immigrant communities across the country. There is no place for such fanatical hate speech anywhere in America today—especially not in the halls of Congress.”

“It’s time to stop the hate. Americans know that hate speech can't raise wages and living standards for workers, decrease gas prices, provide affordable healthcare, end the mortgage crisis, or solve immigration. America doesn’t need zealots; we need smart, pragmatic immigration reform.

“Crude attempts to shut down our border and round up anyone who looks a certain way do not begin to solve our broken immigration system. Instead, we need to go after the bad-acting employers who exploit workers, and find a fair, practical way to get undocumented immigrants out of the underground economy, into the system and under the rule of law.”
