To educate healthcare professionals on how to improve the Latino community's access to HIV/AIDS treatment and care, Minority Health Care Communications (MHCC) will hold the National Conference on Latinos and AIDS, September 14-15th, 2009, at the New York Academy of Medicine in New York.

It is the first time for the conference in New York, and the location is significant, says conference Director K. Mary Hess. "We need a comprehensive campaign that allows for tailoring to the many cultures within the Latino Community. New York is the perfect example of a bellwether city, where trends and needs often emerge ahead of the curve for the rest of the country."

The continuing lack of unrestricted access to all forms of HIV prevention, education, testing, and medical care for undocumented Latinos has created an "invisible" parallel HIV epidemic, Hess added. "Health care providers and leadership from the Latino AIDS community will discuss federal policy issues that most impact the Latino community and need to be addressed so that we can halt the continued spread of this epidemic."

The conference will feature expert presenters from across the U.S. and will update participants on the incidence and management of HIV/AIDS, provide current guidelines and cutting-edge clinical methods, current research regarding drug abuse and its connection to the epidemic, social and psychiatric concerns of the infected patient, policy initiatives, trends and political issues that impact patients.

Less than a year after the Centers for Disease Control and Prevention (CDC) recalculated the size of the HIV/AIDS epidemic and announced that there were 40 percent more new HIV infections each year than previously believed, a 2009 survey by the Kaiser Family Foundation found that Americans' sense of urgency about HIV/AIDS as a national health problem has fallen dramatically and their concern about HIV as a personal risk has also declined, even among Latinos who in recent years had expressed more concern than Caucasians.

In reports recently released by the CDC, the extent of the HIV/AIDS epidemic among Latinos/Hispanics was made more apparent and reinforced the need for immediate action. Latinos/Hispanics in the U.S. represent 15.3% (U.S. Census Bureau) of the population but account for 19.0% of people living with AIDS and now are reported to be 18.0 % of those living with an undiagnosed HIV infection.(1)

To further complicate matters, while all state and local health departments (including the District of Columbia, and 5 U.S.-dependent areas) report HIV and AIDS diagnoses to the CDC, only 34 states that have been conducting name-based HIV surveillance for at least four years are included in the estimates for HIV cases (to allow for reporting adjustments and stabilization of the data) and these figures do not reflect the true magnitude of the epidemic. Currently states/areas like California, Connecticut, District of Columbia, Illinois, Massachusetts and Puerto Rico with large Latino populations are not included in the surveillance data, which means that while HIV Latino statistics are alarmingly high, they could actually be higher.

This conference brings to the forefront, the need to focus attention on how communities of color and more specifically Latinos are disproportionately impacted by this epidemic. HIV/AIDS has taken a tremendous toll on Latino communities. Oscar Lopez, Director of Health Policy at the Latino Commission on AIDS stated, "We as a community and as a country need to make HIV a priority and ensure access to health care."

Minority Health Care Communications, Inc., is a non profit health education organization focused entirely on the creation and promotion of specialized healthcare education conferences, seminars, and workshops on HIV/AIDS and Cancer in the African-American and Latino communities.

(1) Figures for people living with AIDS and those living with an undiagnosed HIV infection are not inclusive of HIV infection data from Puerto Rico.

"On the eve of the last Presidential debate, the Latino Commission on AIDS issued a Call for Endorsement of National Latino AIDS Awareness Day (NLAAD) to Senators John McCain and Barack Obama. "We need the commitment of the future President of the United States to bring HIV prevention and care to the barrios of Hispanics throughout the United States and Puerto Rico," stated Dennis DeLeon, President of the Latino Commission on AIDS. "The epidemic among Latinos across the nation has begun to reshape our families as children are raised without parents. We are facing a crisis. In 2006, Hispanics in the 50 States and the District of Columbia averaged 21.8 new cases of AIDS per 100,000 persons compared to 6.6 cases for White non Hispanics. In Puerto Rico the death rate is 14.4 per 100,000 compared to an average rate of 4.2 for the other 50 States of the Nation," said Mr. DeLeon.

NLAAD was started in 2003 to take place on October 15, the last day of Hispanic Heritage Month and the first day of renewing the Latino community's fight against HIV/AIDS. Over the past six years there were hundreds of activities in dozens of states to mark NLAAD. Tens of thousands of Hispanics have been tested for HIV and others joined their local health and elected officials to raise awareness of the needs of Hispanics locally. "In 2008, we estimate there will be many more activities in 40 States plus the Virgin Islands, Puerto Rico and in the Mexican State of Chihuahua, to promote awareness within and outside the Latino community of the disease burden this community has carried," said Liliana Rañon, Director of NLAAD. http://www.nlaad.org

"For those of us promoting HIV prevention and education every day is Latino AIDS Awareness Day. We must keep promoting HIV testing, education and proven prevention strategies to stop the spread of HIV," stated Guillermo Chacon, Vice President of the Latino Commission on AIDS.

On June 24, 2008, the National Latino AIDS Action Network issued its Federal Action Recommendations for United States Presidential Candidates. The Commission and all the hundreds of other organizations involved in drafting the Agenda are still waiting for the response of the two Presidential Candidates. These are key reforms that can and should be implemented by Senator McCain or Senator Obama upon becoming President of the United States. The recommendations are set out in www.latinoaidsagenda.org

"The Kaiser Family Foundation and Univision Communications Inc, the nation's leading Spanish-language media company today unveiled "SOY..." ("I AM..."), a groundbreaking Spanish-language media campaign featuring the personal stories of a diverse group of Latinos living with HIV and the people who love them. The campaign was previewed today for approximately 3,000 members of the HIV/AIDS community during the opening plenary session of the 2008 United States Conference on AIDS (USCA) in Fort Lauderdale, Florida. SOY... will debut nationally on Univision network and radio in conjunction with National Latino AIDS Awareness Day (NLAAD) on October 15th and continue throughout 2009.

For the first time in a national media campaign, SOY... profiles HIV-positive Latinos and their loved ones speaking openly about subjects not commonly discussed in Hispanic households. Campaign participants range in age from two teenage sisters (one positive, one negative) from Los Angeles to a 77-year-old grandmother in Puerto Rico and her daughter in Miami who has been living with HIV for more than ten years.

Developed by Univision and the Kaiser Family Foundation, SOY... includes 12 original public service ads (PSAs) each in television and radio formats and Spanish-language HIV/AIDS information and resources available online through a dedicated website (http://www.univision.com Uniclave: SIDA) and via a toll-free Spanish-language hotline (1-866-TU-SALUD). The campaign was developed as part of Enterate del VIH y SIDA! (Get the Facts about HIV and AIDS!), a long-standing public information partnership established in 2001 between Univision and the Kaiser Family Foundation to provide culturally relevant Spanish-language information and resources about HIV/AIDS.

"Univision has enjoyed a long-standing partnership with the Kaiser Family Foundation, building on Univision's legacy of informing and empowering our audience," said Ivelisse Estrada, senior vice president, Corporate and Community Relations for Univision Communications. "SOY... encourages families to openly discuss the topic of HIV/AIDS."

"Despite its significant impact on the Latino community, AIDS is not discussed in many households," said Tina Hoff, vice president and director of Entertainment Media Partnerships at the Kaiser Family Foundation. "By helping to personalize HIV/AIDS through the individuals who opened their lives for this campaign, SOY... seeks to break down the stigma that allows this disease to spread."

Emmy-winning Univision journalist, Teresa Rodriguez, previewed SOY... today at USCA during a special plenary session examining the AIDS crisis facing U.S. Latinos. As part of the session, SOY... participants "Dee" and "Milagros" were joined by Dr. Carmen Zorrilla, an HIV-specialist OB-GYN at the University Hospital in Puerto Rico, and Guillermo Chacon of the Latino Commission on AIDS for an intimate discussion of the importance of speaking openly about HIV with family and loved ones, in schools, at churches and throughout the Latino community.

SOY... is an official media component of NLAAD. Univision and Kaiser are working with the Latino Commission on AIDS and the National Alliance of State and Territorial AIDS Directors (NASTAD) to distribute HIV/AIDS information resources and SOY... programming materials to community organizations, state and local health departments and local clinics across the country.

About HIV/AIDS and U.S. Latinos
Of the approximately 1.2 million people living with HIV/AIDS in the United States, about 200,000 are Latino. Latinos have been disproportionately affected by HIV/AIDS, accounting for 19 percent of AIDS cases diagnosed in 2006 while comprising only 15 percent of the U.S. population. Latinos are testing positive for HIV, being diagnosed with AIDS and dying from the disease at higher rates than whites in the United States. As the largest and fastest growing ethnic minority group in the United States, addressing the impact of HIV/AIDS in the Latino community takes on increased importance in efforts to improve the nation's health."

The US Centers for Disease Control and Prevention (CDC) has published a detailed analysis of HIV spread in the US following last month’s revelation that the HIV epidemic is, and has been, worse than previously known, because the estimated number of new infections in 2006 was found to be about 56,300, which is 40% higher than the 40,000 they thought it would be. Among Hispanic MSM, most new HIV infections were in the youngest age group (2,300 among 13-29 year olds), followed by a not inconsiderable number among the 30-39 year olds (1,870).
