		<description><![CDATA[Today the United States Hispanic Chamber of Commerce (USHCC) announced that President and CEO, Javier Palomarez, will join the Federal Communications Commission's (FCC) new Advisory Committee on Diversity Communications in the Digital Age.<br />

"It is with great pride that we have our USHCC president and CEO, Javier Palomarez appointed to this significant committee of the FCC, advocating for diversity in communications," says USHCC Chairman Nina Vaca. "I am confident that his depth of experience leading the USHCC and tirelessly advocating for Hispanic business in the digital and broadband industries will make him a strong voice on this committee."<br />

The Advisory Committee on Diversity for Communications in the Digital Age will make recommendations to the Federal Communications Commission (FCC) regarding policies and practices that will enable minorities and women to participate in telecommunications and related industries.<br />
<br />
Specifically, the Committee will focus on lowering barriers to entry to communications and related industries for historically disadvantaged businesses, exploring ways in which to ensure universal access to and adoption of broadband in underserved communities, and creating an environment that enables employment of a diverse workforce within the communications and related industries.<br />
<br />
Prior to the USHCC, Palomarez served as Vice President of Multicultural Marketing at ING Financial Services, where he was recruited to lead diversity outreach programs. Palomarez is one of the nation's pre-eminent multi-cultural sales and marketing executives. He is a sought-after spokesperson, thought-leader and strategist on the issues affecting America's consumers, particularly those in the Hispanic community. His opinions and points of view have appeared in leading publications including The Wall Street Journal, BusinessWeek, The Washington Post, USA Today and many others.<br />
<br />
Palomarez has also been appointed to the National Advisory Council on Minority Business Enterprise by United States Secretary of Commerce, Gary Locke. He serves on the Goldman Sachs 10,000 Small Businesses Advisory Board. He is a member of the Pfizer's Small Business Advisory Council, as well as Aetna's Latino Advisory Council and the Comcast National Hispanic Advisory Council. Palomarez serves on Senator Robert Menendez' Working Group on Corporate Diversity and is a director of the Hispanic Association on Corporate Responsibility (HACR). He was recently named "One of the 75 Most Influential Hispanics" by PODER Magazine.<br />

		<description><![CDATA[<blockquote>Univision Services Inc., a wholly-owned subsidiary of Univision Communications Inc., pleaded guilty today to one count of conspiracy to commit mail fraud in connection with a scheme to obtain increased radio broadcast time, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division and U.S. Attorney Andre Birotte Jr. of the Central District of California.<br />
<br />
According to court documents, Univision Communications formerly owned Univision Music Group, a collection of entities that produced recordings and published music for the Latin music market. Univision Services admitted that executives, employees and agents of Univision Music Group conspired to commit and did commit mail fraud from approximately 2002 to September 2006. According to court documents, the mail fraud was related to a nationwide scheme in which Univision Music Group executives, employees and agents made illegal cash payments to radio station programmers and managers in exchange for increased radio broadcast time for Univision Music Group recordings. The cash payments were made without on-air acknowledgments or payment of broadcast fees to the radio stations, as required by law.<br />
<br />
According to court documents, executives, music promoters and agents of Univision Music Group used fraudulent contract invoices and payments to obtain and conceal the nature of the cash that funded the scheme.<br />
<br />
"Illegal cash payments never make for a good business model. Listeners have a right to know if someone has paid for increased air time or promotions," said Assistant Attorney General Breuer. "The Department of Justice will continue to work cooperatively with our partners at the FCC to ensure businesses operate within established laws and regulations."<br />
<br />
Under its plea agreement, Univision Communications, which is no longer involved in the Latin music recording and publishing business, agreed to plead guilty to one count of conspiracy to commit mail fraud, to pay a fine of $500,000 and to cooperate fully with the department and other law enforcement agencies in related matters.<br />
<br />
In a related administrative proceeding, Univision Radio Inc., another wholly-owned subsidiary of Univision Communications, has agreed to pay the U.S. Treasury $500,000 and implement a compliance plan to end a parallel investigation by the Federal Communications Commission's (FCC) Enforcement Bureau.<br />
<br />
The case was prosecuted by Senior Trial Attorney Peter B. Loewenberg of the Criminal Division's Fraud Section with assistance from Assistant U.S. Attorney for the Central District of California, Richard Robinson. The investigation was conducted by the Department of Justice, the U.S. Postal Inspection Service, and the FCC Office of Inspector General.<br />

		<description><![CDATA[<blockquote>Today a group of 18 civil rights organizations submitted a letter to the leadership of the House and Senate Commerce Committees expressing their disappointment with FCC Chairman Julius Genachowskis proposal to regulate the Internet. These organizations are extremely troubled by the potential implications that the FCCs recent adoption of a Notice of Inquiry on broadband classification will have. As a result, the signers are calling on Congress to clarify the Commissions authority over the Internet with narrow, targeted legislation.<br />
<br />
Classifying the Internet as a Title II service distracts from, and may ultimately undermine the pursuit of a National Broadband Plan, which would provide broadband access to every American. This will disproportionately impact those who are already lacking broadband access and will serve to increase the digital divide in America.<br />
<br />
<br />
At a time when too many Americans lack access to the opportunities enabled by broadband, policies that expand broadband access must be a priority. Additional direction from Congress will provide clarity so investment, innovation and job creation in the broadband market can be maintained. The letters signers were encouraged by a June 18 letter from the AFL-CIO, NAACP, LULAC and other leading labor, environmental and civil rights organizations to Congressional leaders which called for congressional intervention.<br />
<br />
Following the letters release, Labor Council for Latin American Advancement National President, Milton Rosado stated, "We are not convinced that Chairman Genachowskis third way plan will result in the continued affordability and availability of broadband service. At this time, congressional direction is imperative to achieving the goals of the National Broadband Plan."<br />
<br />
In order to maintain an open and affordable Internet, Congress must take action to directly address this pivotal issue and the Commissions "third way" proposal be abandoned.<br />
