		<description><![CDATA[<blockquote>NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the United States, urged Congress today to approve legislation introduced by Representative Raúl Grijalva (D–AZ) to expand access to and support for dual-language educational programs for children in low-income and ethnically diverse communities. The “Providing Resources to Improve Dual-Language Education (PRIDE) Act” would provide more resources to develop students’ reading and speaking skills in two languages.<br />
<br />
“The ‘PRIDE Act’ is a powerful tool in our efforts to eliminate the achievement gap between high- and low-income children. As Congress will soon consider reauthorization of the No Child Left Behind Act, it is important that we develop more innovative strategies to support Latino and English language learner students. Research has shown that dual-language programs can change the trajectory of Latino student achievement,” said Delia Pompa, NCLR Vice President of Education.<br />
<br />
The “PRIDE Act” would benefit both native English-speaking students and English language learners (ELLs) by increasing the number of classrooms in low-income communities that provide them with content and literacy instruction in two languages. Dual-language models have proven effective in developing English-language proficiency for ELLs and bilingualism for English speakers. Studies have shown that knowing more than one language increases students’ abilities.<br />
<br />
Despite these proven benefits, few dual-language programs include low-income students and ELLs. For example, of the 332 dual-language programs in the U.S., only 11% of them serve a significant number of Black children, and only one-third of programs nationwide report that more than half of the children enrolled are low-income.<br />
<br />
“We applaud Congressman Grijalva for his work on behalf of all students, but especially for being a champion of those who most need a boost in their academic performance,” concluded Pompa. “The ‘PRIDE Act’ is just another example of Congressman Grijalva’s leadership. We urge Congress to pass this legislation now.”</blockquote>

This is a milestone for a program that has been in existence for more than 40 years, and we are confident that Yvette’s leadership will make Head Start an even stronger program for children and families throughout the country,” said Erika Beltran, HEC Co-Chair and Policy Analyst for the Education and Children’s Policy Project at NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the U.S. <br />
 <br />
The HEC has long recognized the importance of early care and education and the role of Head Start in helping Latino children enter school ready for success. Latino children—the fastest-growing student population in the nation— represent approximately 20% of the U.S. public school enrollment. Yet, they tend to have higher levels of poverty, lower levels of parental education, and higher levels of linguistic isolation than their White peers—demographic characteristics that are strongly correlated with low levels of school readiness and poor academic achievement.  <br />
 <br />
“Head Start is a key component to addressing the educational crisis facing the Latino community. Given Yvette’s background, we now have a Director of the Office of Head Start who understands the needs of low-income and migrant families and has firsthand experience in reaching them with early learning programs. We look forward to working with her to strengthen Head Start for Hispanic children and families,” said Iris Chavez, HEC Co-Chair and Education Policy Coordinator at the League of United Latin American Citizens (LULAC).<br />
 <br />
The Hispanic Education Coalition unites 26 organizations that are dedicated to improving educational opportunities for the nearly 50 million Latinos living in the U.S. and Puerto Rico. The HEC focuses on federal legislative and administrative policy issues relating to education, including the No Child Left Behind Act of 2001, the Improving Head Start for School Readiness Act, the Higher Education Act, the Workforce Investment Act, adequate federal funding for education, and the educational concerns of English language learners. In each of these areas, the HEC strives to ensure that education policy at the federal level reflects the priorities of the Latino community.</blockquote>

		<description><![CDATA[<blockquote>NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the United States, today released an analysis of the U.S. Department of Education’s latest regulations of Title I of the No Child Left Behind Act (NCLB). The analysis, Strengthening Accountability to Ensure Latino Success: An Analysis of NCLB Title I Regulations, finds that while necessary, the new rules do not sufficiently improve the law to help Latino students. NCLR urges the 111th Congress and the Obama administration to reauthorize NCLB as soon as possible to further improve the law.<br />
<br />
“NCLR recognizes the value of the No Child Left Behind Act because of its promise to help improve education for Latinos and English language learners,” said Janet Murguía, NCLR President and CEO. “Public schools today cannot be effective unless they make it a priority to help all students succeed, and that is at the heart of what NCLB is intended to achieve.”<br />
<br />
This new analysis shows that the Department of Education’s 2008 regulations provide necessary refinements of NCLB. Among other things, the regulations offer much-needed clarity on how graduation rates are measured and ensure that Latinos have greater access to tutoring services required under the law. These changes will improve the law’s implementation for Hispanic students, who currently represent 20% of public school enrollment, and nearly 40% of whom are English language learners. However, sufficient refinements of NCLB can only be made through its reauthorization. NCLR will work with Congress to increase supports for teachers, bolster instructional services, improve assessments for English language learners, and strengthen accountability measures for all student subgroups.<br />
<br />
“Every child deserves a quality education, and improving NCLB is a critical step toward achieving that goal,” concluded Murguía. “We are encouraged by Secretary of Education Arne Duncan’s statement last week that he plans to reenergize the debate around reauthorization of NCLB this fall and urge Congress to begin work on renewing this law.”</blockquote>

		<description><![CDATA[<blockquote>""Words have no borders," writes celebrated Haitian-American author Edwidge Danticat in the introduction to a College Board report, released today, that takes its title from her simple but profound words. In a series of intimate essays, mixed with comments from qualitative research, high school students offer nuanced accounts of the pain and joy of moving from one culture to another, with a special focus on how learning to write and learning to write in English open up new worlds for the country's growing population of nonnative speakers.<br />
<br />
One in four children in the United States has a foreign-born parent. And nearly 10 percent of public school children - some 5.1 million students - are classified as English language learners, a proportion that rose 60 percent from 1995 to 2005.<br />
<br />
<br />
In "Words Have No Borders: Student Voices on Immigration, Language and Culture," a project of the College Board's National Commission on Writing in collaboration with the National Writing Project, students express a range of views on learning to write and becoming proficient in English. These students, from more than a dozen countries, describe where they came from and why they came, what they encountered and their dreams for the future. They also describe the challenges they face as they learn to navigate a new culture.<br />
<br />
Yet, as College Board President Gaston Caperton said, their words are at heart optimistic. "Underlying all these stories is an unmistakable current of hope, courage and hard work, clearly illustrating that, as in the past, these students are among our nation's greatest assets."<br />
<br />
Caperton notes that in "The Neglected 'R:' The Need for a Writing Revolution," the 2003 report issued by the commission, the writing process itself is identified as helping English learners achieve their academic ambitions. "If students are to make knowledge their own, they must struggle with the details, wrestle with the facts, and rework raw information and dimly understood concepts into language they can communicate to someone else. In short, if students are to learn, they must write."<br />
<br />
In their cover letter to Congress, Caperton and Bob Kerrey, chair of the National Commission on Writing and president of The New School, write, "Two hundred and thirty-three years ago, the Continental Congress released a document known forever after as the Declaration of Independence. Most of us can still recite many of the words from memory as a consequence of being given that assignment when we were in school.<br />
<br />
"We can recite the words because our founders were literate people who were adept at converting ideas into written words. ... Since then the social, political and economic value of writing has only increased. That is why the College Board created the National Commission on Writing [and] why the Commission has attempted to focus attention on the current status of writing in America."<br />
<br />
At the same time, these young people affirm that learning to write in English has eased their cultural transition, opening up new worlds and opportunities.<br />
<br />
"English has gotten me to a high point in my life," says Robert M. Another student, Guianeya H., whose family emigrated from Cuba to Michigan and then to Miami, feels the same way: "Throughout life writing is the key: to exams, academics and attaining a bright future," she writes in her essay.<br />
<br />
The essays in the new report are drawn primarily from work submitted by 41 high school teachers around the country. In addition, some are from the essays offered for "Letters to the Next President: Writing Our Future" project, an online writing project for students cosponsored by Google and the National Writing Project. Finally, some comments come from focus groups designed to capture as much student diversity as possible.<br />

These conversation groups included 40 high school juniors and seniors from four U.S. regions. Half the students were born in the United States, while the others came from 13 different nations. The teenagers came from a range of economic backgrounds in urban, rural and suburban areas. English was not the first language of 55 percent of students, and three-quarters still speak a language other than English at home.<br />

When asked what practical assistance helped them learn English, students' answers included:<br />

-- Support from the school system, including English as a Second Language classes and bilingual instructors;<br />
<br />
-- Help from English-speaking peers, whether as translators or academic tutors;<br />
<br />
-- Assistance from teachers who took a special interest in them and helped them find resources for improving their English; and<br />
<br />
-- Serving as a translator for parents, a practical impetus for making quick progress.<br />

		<description><![CDATA[<blockquote>"Mayor Michael R. Bloomberg and Schools Chancellor Joel I. Klein today announced that New York City’s four-year high school graduation rate continues to push upward, as it has every year under the Administration. The City’s four-year rate reached a new high of 55.8 percent in 2007, according to data released this morning by the New York State Education Department, with more students earning Regents diplomas and black and Hispanic students narrowing the graduation gap with their white and Asian peers. The State’s rates now include students who met graduation requirements in summer school following their senior year. Excluding these students to allow for comparisons with previous years, the City’s graduation rate has risen 5.7 percentage points since 2005, and 2.4 points since 2006. By comparison, graduation rates Statewide have risen by 2.8 points since 2005 and 1.4 points since 2006. The City’s increases translate into more than 5,000 additional students graduating since 2005. In addition, the City’s dropout rate has declined since 2005 by 3.3 points, to 14.7 percent from 18 percent. The Mayor and Chancellor were joined at Department of Education headquarters in the Tweed Courthouse by Deputy Mayor for Education and Community Development Dennis M. Walcott, United Federation of Teachers ( UFT ) President Randi Weingarten, UFT Chief Operating Office Michael Mulgrew, and Council of School Supervisors and Administrators ( CSA ) Executive Vice President Peter McNally.<br />
<br />
"The graduation rate is a crucial indicator of whether our school system is fulfilling its core mission - giving our children the skills they need to become successful adults," said Mayor Bloomberg. "After a decade of near-stagnation, New York City's graduation rate has climbed significantly since 2002. We clearly need to help larger numbers of students to graduate, but the progress we've made so far means that thousands more students are graduating today than would have six years ago."<br />
<br />
"Today's numbers confirm once again that steady progress is now the rule, not the exception, in New York City's public schools," said Chancellor Klein. "Although I'm pleased that the overall graduation rate is continuing to rise, it's especially encouraging to see that the biggest increases are among our black and Hispanic students. This is further evidence that we're beginning to close the shameful racial achievement gap in this City."<br />
<br />
Because this is the first year that the State included in its calculation students who graduated in August after their final semester, comparisons to previous years must exclude August graduates. Excluding those students, the City's four-year graduation rate rose to 52.2 percent in 2007 from 49.8 percent in 2006 and 46.5 percent in 2005. At the same time, the dropout rate fell to 14.7 percent in 2007, down from 15 percent in 2006 and 18 percent in 2005. The five-year graduation rate rose to 59.5 percent in 2007 from 55.7 percent in 2006.<br />

"Today is a day to congratulate teachers, principals, students and parents for all their hard work in keeping the graduation rate going in the right direction," said UFT President Randi Weingarten. "Tomorrow we must ask ourselves what more can we do to get our kids ready for college, to enter the workforce, to improve their life skills? That's going to require continued collaboration by everyone with a stake in our kids' education, and in so doing we will dramatically increase the graduation rates."<br />

"We are seeing gradual, steady increases in student graduation rates because school leaders, teachers and parents are truly working together to improve student learning and ensure every child receives a quality education," said CSA Executive Vice President Peter McNally. "Student achievement has always been a priority for school leaders, and while there is still more work to be done, with the proper resources we will continue to make progress.""</blockquote>

		<description><![CDATA[<blockquote>"For service provided to English language learners, UC Riverside doctoral candidate Gregory O’Brien will be honored as a recipient of the 2008 Los Angeles County Bilingual Directors’ Award at a ceremony held June 7 at the Long Beach Hilton Hotel. O’Brien, principal of Sparks Elementary School in the Hacienda La Puente Unified School District, has dedicated his career to bilingual education.<br />
<br />
He is completing work on his Ph.D. in parent involvement from UCR and has worked to enhance the power of immigrant parents at the school site and in their homes. His dissertation work addresses how culture influences the participation of Mexican immigrant parents in the formal schooling of their children in California.<br />
<br />
"How fitting that Gregory's award-winning service to English language learners is being matched by his intellectual contributions to Latino education through his dissertation work," said Professor Robert Ream of UCR’s Graduate School of Education and co-chair of O’Brien’s dissertation committee.<br />
<br />
O’Brien’s interest in bilingual education began early on when he attended college in Argentina and Spain, before graduating from the University of Minnesota with a BA in Spanish. He began teaching in the Hacienda La Puente Unified School District in 1995 where his knowledge of Spanish was essential in his bilingual classroom and with the majority of the parents of his students. After gaining experience at the elementary, middle and high school level, he worked for several years as a district program specialist in the Multilingual Office.<br />

Each year, a category of education personnel is honored with the L.A. County Bilingual Directors Award. This year, the award is going to site administrators.
