Push for DREAM Act Gains Steam

More than 125 student-led events across the Country call for action on bipartisan immigration legislation

Washington, DC - Today, the United We DREAM Coalition is organizing a day of action with more than 125 events in 26 states in support of the Development, Relief and Education for Alien Minors Act or DREAM Act, bipartisan legislation that will benefit talented immigrant kids who attend college or serve in the military. The following is a statement by Ali Noorani, Executive Director of the National Immigration Forum, a non-partisan, non-profit pro-immigrant advocacy organization in Washington. For more information on today's DREAM Act events visit the United We DREAM Coalition website.

Today's national day of action show the energy and enthusiasm of students organizing so they and their families can achieve the American dream. The DREAM Act is a critical component of comprehensive immigration reform and we anticipate that it will be part of the broad package of reforms that begins moving in Congress later this year.

The plight of thousands of students who are culturally American, caught in the limbo of our laws, and who cannot fully integrate into our society remind us of what is at stake in the DREAM Act. Each year that passes by with Congress failing to act on immigration, America looses a vital asset: an educated class of promising immigrant students who have demonstrated a commitment to hard work and a strong desire to be contributing members of our society.

We all recognize the value of higher education and service to our country. By denying these aspiring immigrant youth the opportunity to pursue a brighter future, our country is thwarting their potential to benefit and strengthen the U.S. economy. The bipartisan support enjoyed by the DREAM Act helps set the stage and builds momentum in Congress to address comprehensive immigration reform. It will not be enough to just get these young people into the system unless we create a way for their families to get legal status and get them fully into the American system. As part of a series of reforms that make legal immigration a viable option for families and workers, the DREAM Act makes a ton of sense.

NCLR (National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the United States, commends the more than 120 events taking place in 28 states to support legislation that would allow talented children who view this country as their own to attend college, serve their nation, and attain legal status. NCLR is a member of the national coalition United We DREAM, which is organizing the National Back to School DREAM Act Day of Action on September 23 to advocate for Congress to approve the “Development, Relief, and Education for Alien Minors (DREAM) Act of 2009” and the “American Dream Act.” Among the cities holding “DREAM Act” events are Los Angeles, Little Rock, Tallahassee, Albuquerque, Detroit, and Denver. For a full listing, please visit www.dreamactivist.org.

“The DREAM Act Day of Action is an opportunity to reflect on the challenges faced by students, families, and communities across America due to our broken immigration system. Unless Congress takes action, the door to higher education will be slammed shut for yet another generation of bright and talented students. Our immigration laws are to blame for this no-win situation and they must be fixed,” said Janet Murguía, NCLR President and CEO.

The “DREAM Act” is bipartisan legislation that would restore states’ right to determine residency requirements for in-state tuition and establish a path to legal status and eventual citizenship for students who satisfy certain higher education or military service requirements. Some examples of events to be held to urge passage of this legislation on September 23 are:

Los Angeles, California: Dream Team LA will host a press conference with members of the Los Angeles Unified School District (LAUSD) who will vote on a resolution supporting undocumented students. Students in caps and gowns will share their stories and LAUSD board members will speak. Mayor Antonio Villaraigosa has been invited.

Overland Park, Kansas: The student organization Latinos United Now and Always (LUNA) will host a “cap and gown” soccer game in the middle of campus while gathering petitions to support the “DREAM Act.”

Little Rock, Arkansas: A group fromthe Student Immigrant Movement in Massachusetts will participate in a ceremony in Arkansas to celebrate the 52nd anniversary of the desegregation of Little Rock Central High School by the Little Rock Nine.

Detroit, Michigan: Herta Llusho, a 19-year-old undocumented student from Albania, will continue to fight against her deportation order. She and other students from the University of Detroit Mercy will host a rally on campus. Their university president will speak.

Albuquerque, New Mexico: Somos Un Pueblo Unido and other student organizations from the University of New Mexico will host a rally with dozens of students marching in caps and gowns.

Tempe, Arizona: The Arizona DREAM Act Coalition will host a play about the life of a “dreamer” on the campus of Arizona State University.

Tallahassee, Florida: Students from Advocates for Immigrant and Refugee Rights, as well as United States Students Association President Gregory Cendana, will participate in a panel presentation at Florida State University.

Red Lodge, Montana: Community members and “DREAM Act” supporters in Montana will gather for a screening of the documentary Made in L.A., followed by a discussion about why the “DREAM Act” and immigration reform must be approved.

Denver, Colorado: Students from local high schools will march from Alma Park to the Auraria campus (which combines the campuses of the Community College of Denver, the Metropolitan State College of Denver, and the University of Colorado Denver) to join college students, faith leaders, college professors and local elected officials.

“The local events held on September 23 to support the ‘DREAM Act’ are in the best tradition of America. It is in the cities and small towns of this great nation where an individual’s value is recognized and where the impact of missed opportunities is felt most strongly. These communities are to be commended for coming together and highlighting the inspiring stories of these young people,” concluded Murguía.

The United We DREAM coalition consists of a broad range of groups, including organizations focused on youth, education, immigration, civil rights, faith, and labor. NCLR, the National Immigration Law Center, Center for American Progress, National Immigration Forum, United States Student Association, and Student Labor Action Project are among the national organizations in the coalition.

"oday, more than 400 youth advocates and supporters gathered at the U.S. Capitol for a graduation ceremony to highlight the contributions of immigrant youth and call on Congress to approve the “Development, Relief, and Education for Alien Minors (DREAM) Act of 2009” (S. 729) and the “American Dream Act” (H.R. 1751). This bipartisan legislation would restore states’ rights to determine residency requirements for in-state tuition and establish a path to legal status and eventual citizenship for students who satisfy certain higher education or military service requirements. The event was sponsored by the United We DREAM coalition. Local graduation ceremonies were also held today in Arizona, California, Colorado, Florida, Indiana, Massachusetts, North Carolina, New Jersey, New York, Texas, and Wisconsin.

“The graduation ceremonies are a powerful reminder of the urgent need for immigration reform,” said Janet Murguía, President and CEO of NCLR (National Council of La Raza)—the largest national Hispanic civil rights and advocacy organization in the United States. “We cannot afford to continue squandering the contributions of the talented scholars, dedicated public servants, and rising young leaders who are caught within our broken immigration system.”

One of the highlights of the graduation ceremony was the presentation of student awards. This year’s awardees included Walter Lara, recipient of the Student Courage Award; Yosub Jung, recipient of the Student Spirit Award; and Benita Veliz, recipient of the Student Leadership Award. Lara, a student from Florida who graduated from Miami-Dade College, has been ordered to leave the U.S., the only place he has known and called home. Jung received the Student Spirit Award for his determination to serve the immigrant community and achieve equal access to higher education for all. Benita Veliz graduated as valedictorian of her high school, attended St. Mary’s University in San Antonio, Texas on a full scholarship, and dreams of becoming an attorney. She has become ensnared in deportation proceedings, but hopes Congress will approve the “DREAM Act” so she can continue to pursue her life aspiration.

“It serves no one when talented students such as those who met with members of Congress today cannot fulfill their potential. Our nation’s future rests on young people gaining the skills and knowledge they need to be productive citizens and innovative leaders,” concluded Murguía.

The United We DREAM coalition consists of a broad range of groups including organizations focused on youth, education, immigration, civil rights, faith, and labor. In addition to NCLR, other allies based in the Washington, DC metropolitan area include the National Immigration Law Center, Center for American Progress, National Immigration Forum, United States Student Association, Student Labor Action Project, and CASA de Maryland.

"Immigrant students and their supporters will gather in caps and gowns on Capitol Hill for a graduation ceremony and advocacy event on Tuesday, June 23 held by United We DREAM, an alliance of groups supporting legislation to remove barriers that prevent immigrant students from attending college. The advocates will urge members of Congress to support the “Development, Relief, and Education for Alien Minors (DREAM) Act of 2009” (S. 729) and the “American Dream Act” (H.R. 1751).

Each year, 65,000 immigrant students who graduate from U.S. high schools are barred from pursuing their dreams of higher education. Advocates will underscore the importance of advancing the “DREAM Act” and the “American Dream Act” to give these youth a chance to attend college and pursue their goals. The acts would restore states’ rights to determine residency requirements for in-state tuition and establish a path to legal status and eventual citizenship for undocumented youth. The graduation ceremony will recognize the talents and significant academic achievements of immigrant students who would benefit from the legislation, highlighting their contributions and service in local communities. The United We DREAM coalition consists of a broad range of groups including organizations focused on youth, education, immigration, civil rights, faith, and labor. Among the member organizations based in the Washington, DC metropolitan area are National Immigration Law Center, NCLR (National Council of La Raza), Center for American Progress, National Immigration Forum, United States Student Association, Student Labor Action Project, and Casa de Maryland.

Graduation ceremonies will also be taking place in cities throughout the country. For a listing of these events, visit www.dreamactivist.org. For more information about the “DREAM Act” and NCLR, please visit www.nclr.org.

"The following was released today by the Democratic National Committee:

Congressman Xavier Becerra (D-CA) and Eliseo Medina held a conference call today to respond to John McCain's speech at NCLR, and call for straight talk from the GOP candidate on his promise of a third Bush term and contradictions on immigration reform.

To listen to the remarks from the conference call, click on the link below:
http://www.democrats.org/page/-/audio/calls/071408_conferencecall_remarks.mp3

The following are excerpts from the call:

Congressman Xavier Becerra (D-CA) (0:37)
"In terms of Senator McCain's remarks to the National Council of La Raza, we were hoping to find out which face of John McCain we'd see today, and we learned that we saw both faces. This is an individual politician who has become very good at sending different signals, depending on which audience he's addressing. At the National Council of La Raza I think he left probably more ambivalent feelings than anything else. It sounded like he might be in support of the Dream Act, but we've heard him say he hasn't been for the Dream Act; to try to help young Latino and other immigrant students make it into college.

"We find that he continues to be out of touch on issues relating to the economy, and certainly with regard to Iraq. We know that on immigration he has flip-flopped too many times to count, and at the end of the day this, to me, boils down to an issue of trust. For Latino voters, the issue of who will become the person who can deliver after eight years of seeing the serenades of President Bush and the Republicans, Latinos are very anxious to see someone who will deliver on the commitments to improve their economy, their job prospects, opportunities for good schools for their kids, healthcare, and certainly opportunities to become vibrant Americans, who are former immigrants. And so what we learned today, from John McCain in his presentation to the National Council of La Raza is that we didn't learn anything. We continue to see the two faces of John McCain, and we're trying to figure out which one we can trust, it's hard when you have someone who's flip-flopping on the issues."

Eliseo Medina, SEIU Executive Vice President (2:37)
"It seems to me that Senator McCain has had three opportunities, first with NALEO, second with LULAC, and third with NCLR to make his case of why the Latino community ought to support him for President of the United States. And I think that the Latino community more than anything else was hoping for some straight talk from the Senator, but I actually think after listening to him three times that we got the exact opposite. And it seems to me that the Senator is trying to have it both ways. First he says to our community that he appreciates our contributions to this society and that we are God's children, but at the same time, when it comes down to actually taking action to...match his words with acts, he fails. He walked away from McCain-Kennedy, the bill he helped to introduce, and carried his name. He walked away from the DREAM Act as the Congressman said. And at the same time, while doing all of these things, he wants us to believe that he's on our side and I think he's having a really hard time making it clear which side he's on."

Paid for and authorized by the Democratic National Committee, http://www.democrats.org."

"Q: Hispanic voters in the primary, given the choice between you and Sen. (Hillary) Clinton, chose her in greater numbers. Now that the choice is between you and Sen. (John) McCain, what do you do to win them over?

A: I don't normally pay much attention to polls, but the latest polls have us beating John McCain by 35 points among Hispanic voters. I do think we've got room to grow by letting them know of my track record. I'm not new to the issues that are important to the Latino community. I organized in communities, bringing black, white and Hispanics together around jobtraining and after-school programs in Chicago. I've been a consistent supporter of programs like the Dream Act that provide in-state tuition in Illinois to children of the undocumented. I've been a leader on comprehensive immigration reform.

"A recent story by Maribel Hastings of La Opinión newspaper provides the most comprehensive analysis yet of the similarities and differences between John McCain and Barack Obama around immigration policy. According to Hastings, “Both candidates support construction of a wall at the southern U.S. border. But the most important differences are less obvious and have more to do with what kind of reform the candidates advocate for and try to get approved, according to Cecilia Muñoz, vice president of the National Council of La Raza (NCLR).”

Among those revealing details, says Hastings, are small but important differences that may make a major difference in what will surely be an intense fight for the Latino vote. Hastings continues, “McCain, for example, is opposed to the DREAM Act, which would benefit undocumented students and Obama supports it;” adding that “McCain opposes the idea of giving driver’s licenses to the undocumented, while Obama favors the proposal.”"

"What's the chance for immigration reform with a Barack Obama or John McCain presidency? My quick answer: The post-election Congress will pass the DREAM Act for undocumented students and the AgJobs agricultural worker bill.

I see those bills passing no matter who wins the presidency, though immigrants will likely do better under Obama. Broader reform with a path to citizenship for our 12 million undocumented workers is years away.

Recent efforts to reform immigration law have been disappointing. What American author Mark Twain once said about the weather is true about immigration reform: Everyone talks about it, but no one does anything about it. A new administration in Washington may change that."
