The Patient Protection and Affordable Care Act, signed into law by President Obama earlier this year, is the most comprehensive health care reform legislation in the U.S. since Medicare, which provides access to care for persons over 65, the blind and dialysis patients, and Medicaid, which does so for the poor, were established in 1965. This month, key provisions of the new law go into effect that will start increasing insurance and thus, access to health care services for 30 million Americans.

The National Hispanic Medical Association, the National Association of Hispanic Nurses and the Hispanic Dental Association, representing over 125,000 doctors, nurses and dentists treating millions of Hispanic patients, support President Obama's Patient Care Act not only for increasing access to care, but because it will provide quality care and prevention services that will reduce costs and support new jobs in the health workforce. This law, over the next decade, will result in a positive paradigm shift in the way health care services are provided to our patients.

For example, the quality of care will be improved as we see the adoption of the new language and cultural competence services as well as electronic health records and data collection efforts in our private offices, community clinics, public hospitals and teaching hospitals. In addition, increased quality will decrease costs as new guidelines are created, based on value and outcomes of our patients, not on the current system based on how many lab tests or x-rays we order - so we can better care for our patients' diabetes, heart disease and cancer, etc.

Prevention services will be improved in our communities with federal agencies working together for the first time to focus on community transformation programs, school clinics, worksite wellness programs, and healthy homes. New programs targeted at children and adults will reduce the obesity epidemic as asthma-inducing trucks are diverted away from schools, as parks, fresh food markets and gardens and walking and bike paths are built, and health messaging will become more common through multimedia.

Since the Patient Care Act will cover 30 million new insured patients over time, there will be a national focus on building the primary care workforce ---doctors, nurses, dentists who can see the majority of sick patients and then refer them to specialty care as needed. This new workforce will work together in multidiscipline teams with mental health professionals, allied and community health workers to offer more efficient and less costly care.

In summary, the National Hispanic Medical Association, the National Association of Hispanic Nurses, and the Hispanic Dental Association salute President Obama and Congress for the new health care reform law and look forward to treating healthier patients and communities.

The National Hispanic Medical Association is a nonprofit association with the mission to empower Hispanic physician leaders to improve the health of Hispanic populations. See www.nhmamd.org for more information.

"In a press conference today, Colgate and the Hispanic Dental Association officially declared April El Mes de la Salud Bucal: Un Mundo de Sonrisas Saludables (Oral Health Month: A World of Healthy Smiles(R)) as part of an ongoing commitment to quality oral care among the Hispanic community. "Due to language barriers and lack of familiarity accessing oral healthcare services, among other factors, our Latino population shows greater deficiencies in overall oral healthcare,"(i) said Carla Kelly, General Manager, Multicultural Marketing for Colgate-Palmolive. "Colgate has a long tradition of serving Hispanics in their native countries; that strong alliance has been carried over to the U.S. Hispanic market. Hispanics count on Colgate to be their trusted partner; and we are proud to launch this global educational program for the very first time in the United States to specifically address our consumers' needs." The Latino population has the lowest incidence of dental visits when compared to any other ethnicity and ranks the highest for untreated dental caries among children, according to a 2007 study by the National Center for Health Statistics for the Centers for Disease Control and Prevention.(ii) In response to the low number of annual Hispanic dental visits, Colgate will provide free dental screenings for disadvantaged children at select retailers throughout Miami, Los Angeles, Houston, and New Jersey as part of the Colgate Bright Smiles, Bright Futures(R) kids' initiative. Essentially, the educational campaign is structured to remind Hispanics that prevention is less costly than treatment and as such, strong oral health habits at home are extremely important. The official kick-off to El Mes de la Salud Bucal took place today in Miami, FL with numerous Oral Health Month ambassadors, Colgate officials, and renowned Hispanic journalist and the spokesperson for Colgate Total(R), Myrka Dellanos, who formally declared April as El Mes de la Salud Bucal. This initiative challenges Hispanic moms and their families to improve their oral health by educating themselves, getting regular check-ups, and maintaining healthy oral habits. Also in attendance were Dr. Francisco Ramos-Gomez, President of the HDA and Dr. R. Ivan Lugo, a leading dental health advocate in the Hispanic community, who presented new and pertinent information regarding the state of oral health amongst Hispanics. Colgate offers a wide array of oral health products to address consumers' needs at all life stages, including flagship brand Colgate Total(R), which fights germs for 12 continuous hours. Colgate is the toothpaste most recommended by dentists and is the #1 brand among Hispanics.

"Delta Dental of Arizona, the largest dental benefits provider in the state, has developed and launched their new Spanish language Individual Dental Plan website, the first of it's kind in Arizona. Built to mirror their existing Individual Plan website and product offerings, Delta Dental of Arizona fills a marketplace void in the Latino community and allows quick and easy web-enrollment for those Spanish speaking individuals who don't have access to affordable employer-based group dental benefits.

With a single click, Spanish speaking individuals are re-directed from Delta Dental of Arizona's home page to the Spanish Individual Plan section of their website that explains in Spanish, the four dental insurance plan options available for themselves and their family, and allows them to complete the on-line enrollment application within a few minutes. "With more than 1 million Latinos in Arizona, we felt it was important to invest time and resources into translating this portion of our website and offer this service to the Spanish speaking community," said Bernard Glossy, President and CEO of Delta Dental of Arizona. "We want all Arizonan's to have the same convenient on-line access to affordable dental insurance, regardless of the language they speak."

Part of Delta Dental of Arizona's plan to promote their new Spanish language portion of their website includes a radio campaign with KQMR Univision Radio, a popular Spanish radio station in the valley. Beginning the last week in October, this Spanish adult hits radio station will air both 30 and 60 second commercials promoting their web-based dental insurance products.

Delta Dental of Arizona's Individual Plan now offers four plan options to choose from, for both individuals and families, all with the same access to their extensive provider network of more than 2,900 dentists, servicing more than 5,200 locations statewide. Enrollees pay a low monthly premium and modest co-payments and receive the same type of group benefits that they would receive from an employer-based plan. This unique dental plan specifically designed for Arizona residents is geared towards individuals, seniors, families, Associations and small business owners facing limited choices in the market place for dental benefits and without access to employer-based coverage.

"As a leader in the dental insurance industry, Delta Dental of Arizona is always looking for new and innovative ways to promote oral health and wellness," explained Mr. Glossy. "By offering our individual dental plan in Spanish, we are furthering our mission by increasing access to dental care for uninsured and underinsured individuals and families within our state."

Through the end of this year, plans start as low as $23 for an individual, and $54 a month for an entire family, all with variable annual maximums, co-pays and waiting periods. Rates are subject to change and waiting periods may be waived for those individuals who have had previous Delta Dental coverage within the past 60 days, and who have had at least 12 months of continuous coverage under that plan. To learn more about Delta Dental of Arizona's Spanish language Individual Plan website and for information on the four new Individual Plan options, please visit www.deltadentalaz.com.

"Data from a government health agency shows that gingivitis, a form of gum disease, affects one out of every two adults in America, including Hispanics.(i) The Mexican-American population has one of the highest percentages of prevalence. In collaboration with Dr. Ivan Lugo, DMD, MBA, past-president of the Hispanic Dental Association and Associate Dean of Temple University School of Dentistry, Crest(R) Pro-Health(TM) Toothpaste and Oral-B(R) are promoting a four-step, comprehensive, at-home dental routine to help Hispanics prevent gum disease before it starts and maintain healthy teeth for years to come.
Gingivitis is an early stage of gum disease caused by build up of dental plaque. When left untreated it can progress to a more serious stage, periodontitis, a leading cause of tooth loss.(ii) Moreover, the majority of adults do not realize that they may be affected by gingivitis as they are unaware of the symptoms, including reddened gums, swelling and bleeding.
"As an active member of the Hispanic dental community I am proud to be the spokesperson for this initiative to raise awareness in our community on how to help prevent and treat oral health conditions, like gingivitis," said Dr. Lugo.
"It is important to note that, if not treated in time, gingivitis can advance to periodontitis, which can cause gums to separate from teeth and form pockets that become infected, resulting in loose teeth that may sometimes have to be removed. The good news is that gingivitis is both preventable and reversible with bi-annual dentist visits and, most importantly, an oral care routine done at home that includes specialized products which help kill and inhibit the bacteria that cause gingivitis, such as Crest Pro-Health Toothpaste," added Dr. Lugo.
As part of their initiative to help Hispanics protect their teeth and help stop gingivitis before it starts, Crest Pro-Health and Oral-B are promoting this four-step comprehensive at-home dental routine:
1. Brush twice a day with a toothbrush with bristles that are able to
surround each tooth to clean the entire tooth surface and combat
gingivitis-causing plaque that hides in hard-to-reach places like
between the teeth and along the gum line, such as Oral-B Vitality
Precision Clean Power Brush, which moves at nearly 8,000 times a minute
to reduce up to two times more plaque than a regular manual brush.
2. Next, make sure to use specialized toothpaste designed to fight
gingivitis, like Crest Pro Health toothpaste, to help kill and inhibit
the bacteria that cause gingivitis.
3. Flossing at least once a day is an important step in the teeth cleaning
process as it removes plaque and food particles between teeth and at
the gum line where gingivitis starts. Crest's Glide Deep Clean Floss is
made with GORE-TEX, a micro-textured material resistant to shredding,
allowing it to slide comfortably between teeth and below the gum while
lifting and removing plaque.
4. The final step is to rinse with an anti-gingivitis mouthwash, like
Crest Pro-Health Oral Rinse, to remove leftover particles and kill the
germs that cause plaque, gingivitis and bad breath, after brushing and
flossing.

"It is troubling to see the high rate of adults who are affected by this preventable condition, including Hispanics," said Anelsie Ramos, External Relations Manager for P&G. "As part of our commitment to improve the lives of the communities we touch, we have launched this initiative with the help of Dr. Lugo to educate our Hispanic consumers on the proper oral care routine that will help them prevent gingivitis before it starts and protect the health of their gums and teeth."
