The Missouri Court of Appeals agreed Tuesday with a decision by the Jackson County Circuit Court that the Kansas City Hispanic Association of Contractors Enterprise and Diaz Construction Co. did not have grounds to bring the lawsuit and that the affirmative action policy regarding tax-increment financing projects did not allow lawsuits claiming damages. Regarding construction of the H&R Block headquarters
