The top female police officer in El Paso is suing the city, claiming she was unfairly passed up in the recent search for a new chief. Police Chief of Staff Diana Kirk claims in the 18-page suit filed last week in El Paso County court that she was passed over for promotion to chief in part because she is a Hispanic woman.
