“Almost 12 hours after some of the first people lined up outside the church, the Chicago-based mobile Mexican Consulate issuing the documents reached its limit of 300 applications for the day. That means many of those waiting would have to return either Thursday, Friday or Saturday to try their luck.

The official ID provided by the consulate, called the Matricula Consular, is accepted as a form of identification at financial institutions and in other official capacities.”*
