“With Cuban Independence Day as his backdrop, John McCain delivered a tough-talking speech to Latino groups on Tuesday, promising never to negotiate with the Castro brothers in Cuba and questioning Barack Obama’s willingness to talk to the dictatorship.

Trying to contrast his foreign policy differences with his chief Democratic rival, McCain used his speech to criticize Obama over his assertion that the next president should be willing to talk to all countries, including unfriendly nations. McCain said that should not be done unless certain “pre-conditions” are met, such as freeing political prisoners.”*
