“Gov. Janet Napolitano is due to act Monday on a proposal that would require city and county agencies to have programs to confront federal immigration violations.

The Democratic governor has the option of signing or vetoing the bill or letting it become law without her signature. Last week, she declined to comment on her plans.”*
