“A new federal report said a government plan for treating sewage from Tijuana, Mexico, that flows into the United States is cheaper than the private alternative _ but the private alternative would be faster.

The Government Accountability Office said neither venture can meet a court-ordered Sept. 30 deadline to bring wastewater from Mexican sewage up to U.S. standards.”*
