When the Newport News police paid their first outreach visit to Wellington Apartments a few years ago, Officer Marco Veloso remembers people running for the safety of their apartments.
The group of officers had brought a big police bus to the mostly Hispanic community. The bus was spacious. People could come in, sit down, stop and chat for a while, they thought.
