“Congresswoman Ginny Brown-Waite was right in the substance of her argument about tax rebates and Puerto Rico. She was also wrong in using a provocative, pride-baiting phrase describing Puerto Ricans as “foreign citizens.”

She knows that Puerto Ricans are American citizens who have served honorably in all branches of our armed forces since World War I. In fact, in the past four U.S. wars, there were more Puerto Rican deaths per capita than in any of the 50 states of the Union.”*
