Ruiz, a longtime resident and political activist, pointing out the Hispanic businesses in and around downtown Port Chester. Many of their owners showed their political allegiance to Mr. Ruiz, 41, when he ran for the office of village trustee in 2001.
The Peruvian-born Mr. Ruiz won almost 100 percent of the Hispanic vote in that election, but he finished in last place. He describes the election as proof that the village’s at-large voting system puts Hispanics at a political disadvantage despite their growing numbers. Last month, a federal judge agreed.”*
