City officials hope a new pay incentive program will ease the translation burden on Holscher and the few other officers who speak more than basic Spanish. A new policy enacted last week gives them the chance to earn $2,500 if they get credentialed as Spanish court interpreters and an additional $2,500 if they stay with the city for two years.
