t’s time to go back to basics and create a financially sustainable plan for San Jose’s Mexican Heritage Plaza.
Arguments over the plaza’s purpose and financing have festered and flared since the $35 million public facility opened in 1999. The pattern of tinkering with the operating model and writing city checks to cover deficits has not worked. What’s needed is a new model in which the city pays building-related costs, and a non-profit agency grounded in the Latino community manages and raises money for programming of the arts and cultural center.”*
