In recent months, city officials have grappled with the impacts of immigration, from overcrowding to the cost of educating non-English-speaking students.
A new study released by the University of Virginia’s Weldon Cooper Center for Public Service, which relied on U.S. Census Bureau estimates for 2006, states that 11 percent of Winchester’s population is Hispanic — one of the highest percentages for a locality in Virginia.
According to the 2000 Census, Winchester’s total population was 23,585, but city officials released a 2005 population estimate of 25,119.”*
