“The system for summoning jurors in San Diego is so flawed that one of every two eligible Latino jurors is never called to serve on a jury downtown, attorneys for a man facing the death penalty have concluded.

As a result, they say the system is unconstitutional because it violates a defendant’s right to have a jury composed of a cross section of a community and must be scrapped or changed.

The claims are contained in a formal challenge to the jury system filed by lawyers Christopher Plourd and Donald Levine on Jan 11. They represent Mark Jeffrey Brown, who is charged with murdering two San Diego women years apart.”*
