“In the two years since Cleveland City Coun cilman Joseph Santiago won a seat repre senting Ward 14, which includes the Clark-Fulton neighborhood and parts of Tremont and Ohio City, he has stepped on toes.

Santiago faces a recall election next Tuesday — the first involving a council member in at least a half-century. More than 700 residents signed petitions calling for his removal.

He has angered people by supporting some controversial businesses, including a bar and a day-care center for dogs. Activists say he ignores nuisances and has turned his back on the Clark-Metro Development Corp. And his style strikes some as combative.”*
