Education Secretary Gerald L. Zahorchak will address the second Pennsylvania Summit on Educational Excellence for Latino Students at 7 p.m. on Monday, Dec. 10, at the Penn Stater Conference Center Hotel in State College. The evening will include recognition of Latino college and high school students who have achieved academically.
