Twenty-eight city council members, just one representing a racial minority.
It’s a breakdown that contrasts sharply with the racial diversity of the Tri-City community, and even more so in Pasco, where come January seven white residents will represent a city in which Hispanics are the majority.
In any community, diversity should be considered an asset, said Tony Benegas, recently elected to the West Richland City Council.”*
