“A statistical study by a University of Chicago law indicates officers most often accused of brutality and work in groups that patrol mostly low-income black and Latino neighborhoods.

Craig Futterman said Wednesday the concentration of problem officers in low-income neighborhoods should make it easy for Chicago officials to root out them out, if the city really wanted to.”*
