“Latino community leaders and business people say Governor Deval Patrick’s casino legislation is unfair to western Massachusetts.

They say Patrick pledged that the region would be 1 of the three to get a casino.

But the governor’s casino legislation lumps western and central Massachusetts together as one region. That means the winning bidder for the “west” region could be in Worcester.”*
