“With Hispanic population exploding, the political party that captures a decisive share of the Latino vote can determine not only the state’s future but also its own, political insiders said Friday at the University of Texas.

But the parties can be their own worst enemies, ignoring Hispanic voters altogether, bungling their outreach or misunderstanding what Latino voters value, they said.”
