“Since 1994, when he became the first Hispanic elected to an at-large seat on Newark’s city council, Luis Quintana has worked to equalize opportunities for all.

Born Jan. 29, 1960, in Anasco, Puerto Rico, Quintana arrived in the United States at the age of 8.

“I arrived in this country to join my mother – Margarita – who, like many immigrants, left Puerto Rico seeking a better future for herself and her three ,” he said. “
