At 8 a.m. under the overpass near Bell Street and Western Avenue, where gather daily to wait for work, no one wanted to talk to the media.

One man, named Roberto, said people selling drugs under the overpass were giving him dirty looks and stopped an interview one minute in. Two others refused, keeping their heads turned away. Another kept on walking when I approached him.”
