The city turned in the state’s best big-city test scores two weeks ago. A feud-prone Board of Education united in June to pick a savvy new superintendent. There’s even a surge in kindergarten sign-ups after years of plummeting enrollment.

It seems as if it’s peace in the valley. But this backdrop illuminates major and persistent troubles that will challenge Carlos Garcia, a former Mission District middle-school principal, who now heads the district.”
