“Days after Waco Police Chief Alberto Melis spoke before city leaders in the air-conditioned comfort of city hall concerning the recent string of robberies against Hispanics, he addressed a packed crowd of Spanish-speaking parishioners during a hot Sunday Mass at St. Francis on the Brazos Catholic Church.

The chief, dressed in a blazer and slacks instead of his police uniform, reached out to the Hispanic community trying to overcome a language barrier that might keep Spanish-speaking crime victims from contacting police.”
