“Eco-conscious Marcelo Ebrard Casaubon, the Mexican capital’s young, bicycle-riding technocrat of a mayor, is determined to transform the traffic-congested Mexican capital into a model green metropolis. With a population of some 20 million, the high-altitude capital city is a federal district of which, technically, Ebrard is the governor whose inhabitants enjoy many spacious, well-distributed parks, but who are also routinely plagued by air pollution, traffic jams and, in some districts, concerns about potential water shortages.”
