José Hernán Cortés Berumen, the 31-year-old mayor of Tlaquepaque, Mexico, is spending four days in Atwater to meet community leaders and learn about business opportunities.

“We have found so many similarities between our regions,” he said through a translator. “It makes sense to have a strong relationship between the two regions.”"
