But on Friday, prosecutors dropped homicide charges against the two illegal immigrants accused of shooting the man, Derek Kichline, 29, depriving the mayor, Louis J. Barletta, of one of his main arguments for kicking illegal immigrants out of this northeastern Pennsylvania city of more than 30,000.”
