Though he’s currently ambassador to Mexico and has been Texas Secretary of State and a member of the Texas Railroad Commission, Garza has lived in the shadows of Lt. Gov. David Dewhurst and U.S. Sen. Kay Bailey Hutchison when folks speculated about potential Republican gubernatorial contenders.”
