“The Garcias and the Rays live a half-mile apart along the east side of tree-lined Pecan Creek in this North Texas town.

The Garcias, a working-class family originally from Zaragoza and Chihuahua, have called this area home for more than 10 years. The Rays, who live primarily on Social Security and disability benefits, had moved into the neighborhood on the low-lying east side of the creek just three months ago.

In a matter of hours Monday morning, the two families – and hundreds like them – found out what it meant to live on the muddy creek banks.”
