The jump in population can be attributed to a long period of relatively low unemployment rates in the United States, leading to many open positions in low-paying, hard-labor fields, like agricultural and factory workers and service staff, said Jorge Chapa, the director of the Center on Democracy in a Multiracial Society at the University of Illinois.”
