“Hours after a Westchester village formally agreed to new rules in dealing with day laborers, the workers advocates opened a new hiring center Tuesday in hopes of keeping the men off the streets.
Backers hoped the two developments will diminish tensions between Mamaroneck residents and the workers, most of whom are illegal Hispanic immigrants.”
