LA police chief delivers report on clash at immigration rally

Bratton delivered a report today on the rally. He said, “It was quite apparent … it all broke down.” The police chief says there was confusion over who the incident commander was and that approval to use the non-lethal projectiles was given by a commander who was a block away.”
