“A pro-immigrant activist complained Tuesday that he had been unfairly charged over $17,000 for police security at a recent rally, but the city attorney who issued the bill said he shouldnt worry about it since no one has ever paid such a tab.

The charge stems from a March 17 pro-immigrant rally in San Bernardino that attracted about 1,000 people.

Organizer Armando Navarro, coordinator of the National Alliance for Human Rights””an umbrella organization for Hispanic groups in Southern California””said he had a permit for the rally and had met with police several times to discuss security amid planned counter-protests.”
