Ethnic tensions underlie House race in California

But they concede that tension over jobs and housing has increased in the district as Latinos have displaced blacks as the largest share of the population.
The district includes Compton, Carson, much of Long Beach and parts of South Los Angeles. Between 1990 and 2005, the black population dropped more than 18 percent to less than a quarter of the district while the Latino population climbed nearly 26 percent to more than 40 percent, according to U.S. census figures.”
