In many ways, they were turning this town of 14,000 into a microcosm of the national debate over immigration policies and practices, and the roles of local vs. federal authority. The case also highlighted the relatively new tactic of charging workers with criminal identity theft; immigration violations have historically been handled by civil enforcement.”
