Alfredo Ramos has been charged with aggravated involuntary manslaughter in the March 30 deaths of Alison Kunhardt, 17, and Tessa Tranchant, 16. A car driven by Ramos slammed into the back of the teenagers vehicle at a stoplight in Virginia Beach. “
