“There is a critical shortage of bilingual foster parents in Jimenez’s Fox Valley territory with Lutheran Social Services of Illinois. Jimenez, program director for foster care and adoption services, said his agency cannot place Hispanic foster children from Kane County because they have no Spanish-speaking foster families.

“Too many kids have lost their identity,” said Jimenez, who is based in Aurora. “A lot of Hispanics dont speak Spanish because theyre put in foster care. Agencies are not recruiting, and the ones youd like to get may not have the proper documents.”"
