“One of the most dynamic and growing segments of the population at the city, state and national level in recent decades has been Americas Latino population. Between 1990 and 2000, this population grew 59 percent, according to the Census Bureau.

During the same period, the number of Latinos in Pennsylvania - most of whom live in Philadelphia and several of the states eastern counties - jumped 70 percent to 394,000, with 150,000 of that in Philadelphia alone.”
