“Gov. Blagojevich appointed Andrew Velasquez III, head of the City Office of Emergency Management and Communications, as director of the State Emergency Management Agency on Monday. He is the first Hispanic to be appointed to the helm of the state’s top safety agency.

Pending Senate confirmation, Velasquez’s responsibilities will include oversight of the Illinois Terrorism Task Force, charged with assuring that Illinois is ready to respond to an act of terrorism, according to a release from the governor’s office. “
